NATURE OF WORK

This is highly responsible professional engineering and supervisory work in planning, organizing, supervising and performing engineering services in the design, construction and inspection of public works projects and facilities. Work also involves reviewing and making recommendations on proposed private land developments and infrastructure work; and providing engineering consultation to all Town departments, boards, commissions and residents.

An essential part of the duties of this position is assisting in developing a flexible and anticipatory organization which will provide cost-effective and customer-friendly delivery of quality services to the community; plus assisting in developing and utilizing the potential of each employee to successfully find new ways to deliver both the short and long-term needs of South Windsor consistent with the Towns goals and objectives.

REQUIREMENTS OF WORK

  • Graduation from a college or university with a Bachelors degree in Civil Engineering; six years of progressively responsible civil engineering experience, including two years of unit or project supervisory experience; or any equivalent combination of training and experience that provides the following knowledge, abilities and skills:
    • Thorough knowledge of the principles and practices of civil engineering.
    • Thorough knowledge of construction contract administration and cost estimating.
    • Considerable knowledge of land surveying and soils.
    • Considerable knowledge of applicable policies, laws and regulations affecting Unit activities.
    • Considerable knowledge of modern supervisory practices.
    • Ability to plan, organize and direct activities of a municipal engineering shop consistent with the Towns quality service goals and the development of cost-effective, customer-friendly service delivery.
    • Ability to use personal computer for standard office purposes and learn selected computer-aided design applications.
    • Ability to analyze and resolve complex engineering problems.
    • Ability to conduct studies, write in-depth reports and translate highly technical engineering information into layman terms.
    • Ability to communicate effectively both orally and in writing.
    • Ability to establish and maintain appropriate working relationships with public officials, employees, consultants, property owners and their representatives, and the general public.

Registration as a Professional Engineer. Registration as a Connecticut Land Surveyor desirable. Possess a valid Connecticut Motor Vehicle Operators License.
