Responsibilities
- Apply T&E knowledge and experience to support systems and subsystems development, procurement, and sustainment activities throughout their life cycles, including pre- and post-award project/program T&E tasks
- Aid in the design, planning, execution, analysis, and reporting phases of T&E programs to assess the performance of aeronautical systems, subsystems, and equipment as they progress through acquisition phases and milestones
- Aid in reviewing, developing, and updating program documentation for T&E management requirements, including pre-award documentation, evaluation criteria, proposal evaluations, post-award documentation, and presentation materials
- Provide advisory and support functions for weapon system contractor source selections on T&E management-related requirements and support project team meetings, working groups, reviews, ITT activities, and coordination with test organizations
- Recommend, assess, and assist in analyzing requirements, objectives, T&E concepts, strategies, and plans, including support for Acceptance Test Procedures and coordination of testing requirements with program office customers, contractors, and agencies
- Provide technical analysis support for PMRs, TRRs, TIMs, ICWGs, SRRs, configuration management reviews/audits, and other technical or programmatic forums as required
- Assess, evaluate, and analyze test strategies, requirements, and objectives impacting weapon system availability, performance, safety, interoperability, and capability; support tradeoff studies and recommend alternative test strategies and approaches
- Assist with preparing, maintaining, updating, and reviewing test and test-related documentation, including the TEMP, Integrated System Test Plan, ITT Charter, PID, SOC, test plans, and test reports
- Maintain status and report on T&E efforts for systems at Contractor and Government facilities; assist in certification of system readiness for operational test and participate in team and functional meetings
- Provide recommendations on data processing, software, analysis considerations, detailed test plans, schedules, cost, POM inputs, and funds execution and management for test activities
- Aid in scheduling and securing required test resources
- Support DR prioritization, tracking, and resolution, and ensure current and future test requirements are considered in CCBs, engineering technical review boards, PSRs, PCBs, and other applicable meetings
- Offer recommendations on data processing, software, analysis considerations, detailed test plans, schedules, cost, POM inputs, and funds execution and management for test activities
- Assist in reviewing, analyzing, and resolving equipment interface issues; support aircraft configuration requirements; and review potential updates to TOs, TCTOs, drawings, Engineering Change Orders, and other technical data
- Support engineering studies, test procedures, repair capabilities, maintenance or inspection requirements, and data analysis using sources such as REMIS and the Integrated Maintenance Data System
- Perform research activities to define minimum test requirements, task scope, and alternatives; analyze test strategies and assist in interpreting, organizing, executing, and coordinating assignments involving unique or complex test requirements
- Aid in preparing, maintaining, updating, and reviewing test plans, T&E strategies, requirements, objectives, and related documentation for adequacy, compliance, and conformity with mandatory guidance
- Prepare tradeoff studies and make recommendations on alternative test strategies and approaches to senior leadership
- Aid in managing the B-2 test team at Edwards AFB to ensure the team has the skills and clearances necessary to conduct flight test activities from small demonstrations to major ACAT I programs
- Aid in forecasting B-2 test workload across test agencies and the B-2 Combined Test Force
- Aid in developing test requirements for B-2 modernization and sustainment programs and maintaining an enterprise-level integrated flight test schedule to support efficient planning and resource allocation
- Aid in planning and executing replacement B-2 test aircraft activities, including aircraft selection, test configuration modification, de-modification of existing test aircraft, and return to the operational fleet
- Aid in managing existing B-2 test aircraft, including day-to-day operations, T-2 modifications, and maintenance
- Support the B-2 Chief of Interoperability and B-2 SPO at meetings and conferences related to B-2 Modification Field Team support at Whiteman Air Force Base, including aircraft installs, aircraft availability optimization, integrated test team working groups, modernization reviews, wing scheduling meetings, integrated functional capability, and health-of-the-fleet discussions
- Interface with the prime contractor on issues pertaining to aircraft modernization installs
- Support the interoperability team in monitoring and coordinating logistics for aircraft modernization installs at WAFB with the prime contractor, B-2 SPO production/modification integrated product team, logistics leads, and modification leads
- Aid in coordinating maintenance actions with the 509th Bomb Wing, Air Force Global Strike, B-2 SPO, and prime weapon system contractor technical service office
- Aid in preparing and coordinating requests for depot assistance, including AFTO-107 requests and MOAs
Requirements
- Must have a Top-Secret clearance with the ability to be read onto SCIMaster's or Doctoral Degree in a related field and a minimum of twenty (20) years of experience in the respective technical/professional discipline being performed, at least twelve (12) years of which must be in the DoD; OR Bachelor's Degree in a related field and a minimum of twenty-five (25) years of experience in the respective technical/professional discipline being performed, at least fifteen (15) years of which must be in the DoD; OR Minimum of thirty (30) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, at least twenty (20) years of which must be in the DoD
- In addition to the senior level requirements in Sections 3.1.1 and 3.2.5, must have at least ten (10) years of T&E experience, including test engineering and program management of weapon system platforms
- Must understand the acquisition process and the full system(s) being acquired to establish test objectives necessary to ensure a thorough and meaningful test program that meets program office objectives
- Must understand DoD and USAF T&E regulations, processes, and procedures supporting the design, planning, execution, and analysis phases of test programs
- Must demonstrate proficiency equivalent to Defense Acquisition T&E Level III certification
- Must possess prior experience in test engineering, including planning, provisioning, execution, and reporting
- Preferred experience includes test management within a System Program Office
- Must have DT&E and OT&E test experience, including test design, test methods, test reporting, and test execution
- Must have prior test engineering experience under DoD T&E agencies
- Must have experience with test resourcing and/or policy at the Center Test Authority, Major Command, or Air Staff levels
Qualifications
- Master's or Doctoral Degree in a related field
