About the Role

Analyzes system requirements and concept of operations documents, acquisition plans, and system descriptions to develop evaluation and test plans and procedures, prepare for and conduct data collection and analysis, and report status and results.

Responsibilities

  • Supports the development of Government test and evaluation documentation (e.g., Test & Evaluation (T&E) Strategy, Test & Evaluation Master Plan, Event Test Plans, Test Readiness Assessments, and T&E Reports).
  • Works with other test organizations to support T&E program integration.
  • Provides specialized T&E capabilities tailored to system functions, level, maturity, and performance area as assigned in the SOW.
  • Assists with Level 1 tasks as constrained by technical training and previous testing experience.
  • Conducts research into and applies knowledge of Government test and evaluation concepts and related engineering, acquisition, and operations activities to support T&E activities.
  • Plans and executes performance analysis to review planned acquisition approaches and align T&E schedules with decision-maker needs.
  • Analyzes performance risk areas to focus T&E planning.
  • Specifies, validates, and adapts Modeling and Simulation for T&E use.
  • Applies statistical analysis of variations in performance behavior to characterize confidence in performance estimates.
  • Selects, develops, and uses analysis tools.
  • Executes the evaluation plan on data collected by testing tasks.
  • Plans and executes performance data collection at program and event levels to synchronize T&E events with supported decision points.
  • Establishes and employs data and configuration management capabilities.
  • Supports data authentication group functions and complies with program discrepancy reporting criteria and processes.
  • Assesses operational and system performance requirements for testability and criticality to frame and prioritize T&E objectives.
  • Coordinates with program Systems Engineering (SE) to review T&E-related SE information and leverage functional analysis, system descriptions, parameter selection, and dependencies.
  • Assesses operational environments and priorities for evaluation attention, scenario selection, and user participation in T&E.
  • Plans program and event-level risk-tailored performance estimation and analysis of system and operational effectiveness and suitability metrics.
  • Designs surveys for evaluation of Subject Matter Expert (SME) input and user assessments of performance.
  • Participates in the T&E Working-level Integrated Product Team (WIPT) and/or Integrated Test Team for coordination of evaluation plans.
  • Produces evaluation plans, analysis plans, data requirements, risk assessments, evaluation reports, and status reports.
  • Designs data sampling schemes to optimize information/resource balance and control testing uncertainties.
  • Selects, coordinates, and calibrates instrumentation, collection and data management tools, targets, and facilities.
  • Ensures test readiness, including training of test event participants, equipment readiness, and security, legal, and privacy compliance.
  • Executes testing and data collection per plan and produces associated test plans, procedures, reports, briefings, and data management plans.
  • Defines and provides technical direction and guidance for Level 1 tasks to Level 0 and Level 1 TEs assigned to the task.
  • Recommends draft plans and reports from Level 1 tasks for approval by the task leader.
  • Works directly with the Government sponsor to coordinate task implementation.
  • Maintains knowledge of current and evolving agency, national, and international standards applicable to system development.
  • Provides overall leadership of the T&E task and serves as the primary liaison to the government for supporting contract coordination and task execution.
  • Communicates issues and solutions to the broader government and contract management structure as requested by leadership.
  • Ensures appropriate independence of the team from the solution provider to support government management of objectivity risk.
  • Manages T&E resources and tasks and ensures quality assurance of test processes and products.
  • Coordinates and integrates evaluation and testing tasks and products.
  • Drives innovation and responsiveness to program changes and evolving T&E status to help manage program risk.

Requirements

  • Eight (8) years of experience as a Test Engineer (TE) in programs and contracts of similar scope, type, and complexity.
  • Bachelor’s degree in Math, Science, Engineering, Statistics, Engineering Management, or a related discipline from an accredited college or university. Four (4) years of additional TE experience may be substituted for a bachelor’s degree.

Active TS/SCI clearance with an appropriate current polygraph is required to be considered for this role. Ability to receive privileged access rights.
