About the Role
This position supports the development of the Integrated Master Test Plan (IMTP), the Missile Defense Agency's (MDA) strategic test planning document that records and communicates MDA’s Test Program to OSD and Congress. The role involves developing, coordinating, staffing, and delivering the IMTP twice a year for POM submission to OSD and PB submission to Congress. Additionally, the contractor is responsible for the development and configuration management of the test design database, which maintains over 300 Test Configuration Sheets.
Responsibilities
- Develops and evaluates detailed test program objectives and criteria derived from top-level system engineering and mission requirements in the formulation of test designs.
- Engages in reviews of test program compliance with overall system and element capability specifications and testing requirements.
- Makes recommendations for areas where planned testing is inadequate or insufficient.
- Prepares analysis for Missile Defense System (MDS) test designs to fulfill developmental and operational test requirements.
- Provides updates to the Test Management Suite (TMS) as required by the customer to ensure semi-annual publication of the Integrated Master Test Plan (IMTP).
- Ensures seamless information flow between processes defined in the Missile Defense System Integrated Master Test Plan Development (MID), the Flight Test Concept of Operations (CONOPS), and Target Requirements Development directives.
- Produces flight test designs to ensure system capabilities as defined in the National Defense Authorization Act (NDAA) and other Congressional and OSD directives are resourced and documented in the 5-year Missile Defense Agency (MDA) Test Baseline.
- Prepares decision-quality materials such as briefings and supporting documentation (white papers, fact sheets, status reports, progress reports, and information papers) for senior-level reviews and mission milestone decision meetings.
- Supports the planning, coordination, scheduling, and execution of Flight/Ground/Cyber test events for existing and emerging element capabilities.
- Works with a team of Flight/Ground/Cyber test engineers and test analysts.
- Identifies, generates, and manages schedules, requirements, and other documentation in support of Flight/Ground/Cyber test operations.
- Identifies and resolves program and stakeholder scheduling issues to meet test execution objectives.
- Coordinates and supports briefings, technical interchange meetings, working groups, and scheduling meetings to ensure milestone entrance and exit criteria are met.
Qualifications
- US Citizenship and an active Secret clearance required; must be able to obtain a TS/SCI.
- Master’s Degree in a related field and a minimum of 10 years of relevant experience.
- Five years of additional relevant experience may be substituted for the degree requirement.
- Ability to plan, coordinate, and support product development in a fast-paced, rapidly changing environment.
- Ability to communicate effectively across multiple organizations, verbally, electronically, and in writing.
- Capable of working independently or leading teams to solve problems including test planning, integration, execution, and analysis.
- Capable of providing daily supervision and direction to support teams.
- Proficient with Microsoft Office products with emphasis on MS PowerPoint, Word, and Excel.
