Terms of Reference

The Global Water Partnership Eastern Africa (GWPEA), whose Secretariat is hosted by the Nile Basin Initiative (NBI) in Entebbe, is implementing the African Union's Action Plan on Climate Change (AU-AP) through the Multi-Country Readiness Program in Burundi. This initiative is part of a broader continental effort to strengthen climate resilience in the water sector. GWPEA's role includes providing technical support, mobilizing resources, and coordinating stakeholder engagement to ensure that Burundi's National Investment Program aligns with AU strategic priorities and meets the requirements of climate finance mechanisms such as the Green Climate Fund (GCF).

About the Role

Global Water Partnership Eastern Africa wishes to recruit a national consultant who will be responsible for developing the National Investment Programme in the Water Sector Resilient to Change (PNIERCC for Burundi).

Responsibilities

  • Develop the National Investment Program (NIP) in the Climate Change Resilient Water Sector (PNIE)
  • Mobilize resources and coordinate stakeholder engagement
  • Ensure alignment with AU strategic priorities and climate finance mechanisms
  • Provide technical support to enhance climate resilience in the water sector

Requirements

  • Proven experience in developing investment programs in the water sector
  • Knowledge of climate change adaptation and mitigation strategies
  • Experience with climate finance mechanisms such as the Green Climate Fund (GCF)
  • Excellent communication and stakeholder management skills
  • Fluency in English and French (or other relevant languages)

Qualifications

  • Master's degree in Environmental Science, Engineering, Economics, or related field
  • Minimum of 10 years of professional experience in the water sector
  • Relevant certifications or qualifications in climate change adaptation and mitigation

Skills

  • Strong analytical and problem-solving skills
  • Ability to work independently and manage multiple tasks
  • Excellent written and verbal communication skills
  • Proficiency in Microsoft Office Suite

Pay

Schedule
