About the role
You will serve as a TELCOMMUNICATIONS SPECIALIST in the PLANS, PROGRAMS AND REQUIREMENTS DEPARTMENT of NAVAL COMPUTER AND TELECOMMUNICATIONS AREA MASTER STATION (NCTAMS).
Responsibilities
- Help You will serve as the Contracting Officer’s Representative (COR) and be the technical liaison between the Government and contractor for specific contracts, set of line items or orders.
- Monitor the contractor’s performance and provide technical advice to the contracting officer.
- Provide technical advice regarding Performance of Work Statements (PWSs) of the contract which includes: verify that invoices properly reflect the services performed or the products delivered, resolve security issues, and attend meetings.
- Aid government officials in the acquisition planning and contract award process.
- Establish and maintain the COR file with all required documentation.
- Identify, prevent and report unethical conduct and instances of fraud, waste and abuse by the contractor.
- Review technical deliverables and ensure compliance with Statements of Work/Statements of Objectives and generate reports in accordance with the Quality Assurance Surveillance Plan (QASP).
- Serve as the Certifying Official (CO) and validate transactions to ensure they meet legal requirements prior to certification.
- Assist in the development of multiyear financial planning reports and multiyear budgets.
Requirements
- Conditions of employment Must be a US Citizen.

Qualifications
- Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position.
- Qualifying experience would be demonstrated by: Experience developing Naval Telecommunication contract acquisition packages and conducting market research/development of contract documentation.
- Experience utilizing the Billing Information Processing System (BIPS) and Configuration Accounting Information Retrieval System (CAIRS) or equivalent systems.
- Experience auditing and completing invoice reconciliation for contract services.
- Experience installing, operating, and maintaining telephone equipment and cable distribution systems.
