Telecommunications/Network Technologist Supervisor
About the Role
The incumbent is a Telecommunications/Network Technologist Supervisor for the Department of Health and Social Services (DHSS) Infrastructure Engineering unit. Responsibilities include overseeing DHSS Azure/Cloud services, project management, engineering, developing, and implementing next-generation technologies, and leading DHSS best practices. The supervisor will also oversee SDLC processes from conception to production, maintenance activities, and system upgrades for the DHSS Information Resource Management unit.
Selective Requirement: At least seven (7) years of professional experience in cloud infrastructure engineering.
Responsibilities
- Plans, designs, and implements new or upgraded data networks, including determining telecommunications needs such as types of transmission lines and required speed.
- Performs or reviews measurements to determine needed bandwidth, location and number of circuits (SMDS), and hardware capacity.
- Forecasts business application needs and plans routes for multiple protocols, traffic schedules, deployment of upgrades, and new installations.
- Supervises the installation and maintenance of switch rooms, networks, interface and multiplexing equipment, port connections, transmission lines, and other telecommunications equipment.
- Projects future business needs and develops strategic business plans for expansion and installation of data network and telecommunications infrastructure using state-of-the-art, leading-edge multi-technology disciplines.
- Makes recommendations for short- and long-term telecommunications capacity, configuration, and planning to meet agency business needs.
- Researches and investigates emerging and leading-edge technologies; assesses applicability to business demands and works with the State Office of Telecommunications Management for major network redesigns.
- Defines agency network design requirements, including security, cost/benefit, operational parameters, integration with existing systems, and resource utilization.
- Assesses network impact, load balances, and performs tuning work to ensure efficient utilization of network resources. Plans and implements redundancy and migration methodologies to future or next-generation network technologies.
- Develops tactical and strategic planning strategies for data networks to ensure network capacity meets current and future requirements using tools such as network application programs that produce traffic utilization reports.
- Investigates, analyzes, designs, recommends, and implements upgrades based on feasibility, compatibility, performance, and cost-effectiveness of potential system configurations and vendors.
- Develops the network infrastructure plan, assesses current networks to determine hardware and software requirements, designs technical specifications for procurement, and develops cost estimates for construction and renovation projects.
- Evaluates potential designs for feasibility and cost-effectiveness; presents project plans and recommendations to management.
- Oversees and coordinates the work of technical staff in the absence of technical supervision or on a project basis.
Note: This classification supports only large-scale, most complex data networks and some agencies employing mid-range data networks.
Requirements
- Three years of experience in planning, designing, and installing data networks for telecommunications needs such as bandwidth, multiple protocols, transmission lines, interface and multiplexing equipment, port connections, control packets, and other equipment.
- Six months of experience in developing strategic business plans for the expansion and installation of data network and telecommunications infrastructure, including evaluating feasibility, compatibility, and cost-effectiveness.
- Knowledge of information technology project management, including planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on the status of IT projects.
- Knowledge of staff supervision acquired through coursework, academic training, employer-provided training, or experience as a lead worker overseeing others; or supervising staff, including planning, assigning, reviewing, and evaluating work.
Conditions of Hire
