Key Responsibilities
- Lead the full project lifecycle for large-scale telecom modernization initiatives
- Manage legacy telecom migration projects involving copper-to-cloud transformation
- Oversee migration of legacy copper wire services to VoIP and LTE solutions
- Coordinate with telecom vendors on ordering, provisioning, escalations, and issue resolution
- Manage and monitor network and voice contracts, including ITB, RFP, RFR, and RFI agreements
- Ensure contract compliance with state government standards and operational requirements
- Support telecom vendor performance management and service delivery oversight
- Conduct telecom financial and billing audits to identify discrepancies and cost-saving opportunities
- Support implementation of enterprise VoIP services and related infrastructure upgrades
- Ensure successful coordination between business, technical, vendor, and operational teams
- Track project progress, risks, dependencies, and deliverables
- Provide executive-level reporting, project updates, and strategic recommendations
Required Qualifications
- 15+ years of experience in telecommunications technologies
- Strong understanding of telecom vendors, services, and project delivery models
- Advanced knowledge of telecommunications project management workflows
- Deep expertise in telecom infrastructure and service delivery
- Extensive experience with Centrex and AT&T telecom service offerings
- Strong understanding of telecom infrastructure, features, and billing processes
- Direct experience delivering telecommunications services to state government agencies
- Strong understanding of state government telecom and network requirements
- Experienced in leading financial and billing audits
- Proven experience reconciling telecom invoices and identifying billing discrepancies
- Strong experience quantifying cost savings and telecom optimization opportunities
- Extensive experience implementing VoIP services
- Strong understanding of network infrastructure requirements for VoIP deployments
- Experience developing, structuring, and managing complex telecom contracts
- Excellent stakeholder management, vendor management, and communication skills

- Experience leading large-scale telecom modernization initiatives
