Celestar Corporation is seeking multiple Technology Protection Engineers - Level II to support the U.S. Army Intelligence and Security Command (INSCOM) Army Security Office (ASO) Army Research and Technology Protection Center (ARTPC) in Huntsville, AL.

Background

The U.S. Army Intelligence and Security Command (INSCOM) Army Security Office (ASO) Army Research and Technology Protection Center (ARTPC) provides support in developing security-related documentation, including Science & Technology Protection Plans (S&T PP) and Program Protection Plans (PPPs), critical technology reviews, and threat/mitigation plans. This effort uses a systematic approach to technology protection, intelligence analysis, and multi-discipline security specialist support to mitigate risks across the Army, protecting personnel, facilities, infrastructure, networks, and national security information.

The Army’s research laboratories, engineering centers, and defense industrial base develop advanced technologies critical to future military capabilities. Foreign governments and entities actively seek to acquire these technologies, making their protection essential. When compromise occurs, the Army must assess the impact. An integrated Research and Technology Program (RTP), Security, Cyber Incident Damage Assessment (CIDA), and Modernization Security Protection (MSP) program is required to perform these missions with confidence.

Responsibilities

  • Provide RTP engineering analysis, including Controlled Technical Information (CTI) identification, Critical Program Information (CPI) assessments, Critical Function (CF) analysis, supply chain analysis, vulnerability analysis, and risk evaluation.
  • Provide inputs to threat identification, security-related protection measure development, and countermeasures recommendations based on engineering analysis results.
  • Document results of support and related meetings in ARTPC assessment/survey memoranda, After-Action Reports (AAR)/Executive Summaries (EXSUM), customer tracking databases, and monthly status reports (MSR).
  • Collaborate with government and contractor security specialists to develop and implement effective Interim/S&T Protection Plans and/or Program Protection Plans at government and contractor facilities where CTI and/or CPI resides.
  • Conduct CPI Surveys, CPI Assessments, and CTI identification methodology reviews on behalf of Army customers.

Requirements

  • Bachelor’s Degree in Engineering (e.g., mechanical, electrical, civil, chemical, aerospace, materials).
  • Four (4) years of engineering experience.
  • Experience briefing and interacting with SES/General Officer levels preferred.
  • Exceptional oral and written communication skills to interface effectively with senior military officials, managers, and subordinates.

Active Top-Secret Level Clearance with SCI Access required. Clearance, access, and investigation must appear in DISS and be within scope (5 years).
