Celestar Corporation is seeking Technology Protection Engineers (STEM) - Level II to support the U.S. Army Intelligence and Security Command (INSCOM), Army Security Office (ASO), and Army Research and Technology Protection Center (ARTPC) in Aberdeen, MD.

Clearance Requirement: Active Top-Secret Level Clearance with SCI Access. Clearance, Access, and Investigation must appear in DISS and be within scope (5 years).

Background

The U.S. Army Intelligence and Security Command (INSCOM) Army Security Office (ASO) Army Research and Technology Protection Center (ARTPC) requires support in developing security-related documentation, including Science & Technology Protection Plans (S&T PP), Program Protection Plans (PPPs), critical technology reviews, and threat/mitigation plans. This effort utilizes a systematic approach to technology protection, intelligence analysis, and multi-discipline security specialist support to provide risk mitigation across the Army.

The U.S. research laboratories, engineering centers, and defense industrial base are developing advanced technologies critical to the Army’s future fighting force. Foreign governments and entities may attempt to acquire these technologies illegally. Identifying and protecting these technologies is essential to the Army’s mission. When compromises occur, the Army must understand their impact. An integrated Research and Technology Program (RTP), Security, Cyber Incident Damage Assessment (CIDA) program, and Modernization Security Protection (MSP) are necessary to perform these critical missions effectively.

Responsibilities

• Provide RTP engineering analysis, including Controlled Technical Information (CTI) identification, Critical Program Information (CPI) assessments, Critical Function (CF) analysis, supply chain analysis, vulnerability analysis, and risk evaluation.
• Provide inputs to threat identification, security-related protection measure development, and countermeasures development recommendations based on engineering analysis results.
• Document results of support and related meetings (non-recurring) in ARTPC assessment/survey memoranda, After-Action Reports (AAR)/Executive Summaries (EXSUM), customer tracking databases, and monthly status reports (MSR).
• Work with government and contractor security specialists to develop effective Interim/S&T Protection Plans and/or Program Protection Plans, ensuring implementation at Government and contractor facilities where CTI and/or CPI reside.
• Conduct CPI Surveys, CPI Assessments, and CTI identification methodology reviews on behalf of Army customers.

Requirements

• Bachelor's Degree in Engineering (e.g., mechanical, electrical, civil, chemical, aerospace, materials, etc.).
• Four (4) years of engineering experience.
• Experience briefing and interacting with SES/General Officer levels preferred.
• Exceptional oral and written communication skills to effectively interface with senior military officials, managers, and subordinates.
