About the Role
Performs responsible and complex budget and accounting duties in support of Community Schools sites and professional staff. This includes processing budgets, purchasing paperwork, and maintaining detailed records for audits and reporting. The role requires detailed knowledge of the Advantage Financial System, county accounting, purchasing and payroll procedures, and Community Schools wraparound services and grant allowable expenses. Supports school financial secretaries and community school program managers in navigating grant spending processes.
Responsibilities
- Performs complex financial and budget management responsibilities, including monthly budget reconciliations and maintaining expenditure justification documentation for assigned Community Schools sites.
- Prepares purchase orders, maintains financial records, and receives deliverables.
- Performs purchasing procedures in accordance with published guidelines, including entering price agreements, small procurement, and requisitions for assigned Community Schools sites.
- Maintains ordering paperwork and submits required documentation to accounting for payment of delivery orders, small procurements, and requisitions.
- Works with office and school professional staff to monitor assigned Community Schools budgets.
- Researches inquiries from departmental staff regarding purchasing, budgeting, accounting, consultant agreements, and contract development.
- Establishes, compiles, and maintains confidential records/files related to Community Schools.
- Creates, composes, and types correspondence and related transmittal documents.
- Prepares reports and other grant-related documents for distribution as needed.
- Assists the Director of Community Schools by compiling audit documentation and preparing budget reports.
- Assists the Director of Community Schools with training related to grant management processes.
- Performs other related duties as assigned within the same classification or lower.
Requirements
- Associate's Degree in a related field from a regionally accredited college or university, or an equivalent combination of education and experience.
- Three (3) years of administrative experience with proven knowledge and application within the related field, or an equivalent combination of education and experience.
Skills
- Thorough knowledge of Board of Education and school operations, policies, and procedures.
- Thorough knowledge of modern office practices and procedures, including strong written communication skills (business English, spelling, grammar, and usage).
- Ability to maintain confidential and important operating records.
- Ability to exercise initiative, tact, and good judgment in dealing with personnel, contractors, outside agencies, and the general public.
- Knowledge of Blueprint law compliance and COMAR regulations regarding budget and funding approval is strongly encouraged.
- Demonstrated ability to effectively work and communicate with diverse populations.
- Proficiency with business technology applications (e.g., video/web conferencing, Microsoft Office Suite: Word, Excel, Outlook, and/or PowerPoint).
- For new permanent secretarial/clerical/technician hires, a minimum score on a pre-employment assessment is required.
Career Ladder
Qualification Requirements for Employment in Higher Grade as a New Hire or Transfer
- Two (2) additional years of successful experience.
- Achievement of Professional Certification or Certificate in Business or Technology, or completion of coursework/workshops leading toward professional certification, as determined by the supervisor.
Eligibility for Consideration for Advancement from Lower Grade to Higher Grade
- Two (2) years of continuous successful experience in the position at the Lower Grade level.
- Mastery of all responsibilities and duties of the position.
- Evidence of completion of additional training recommended by the supervisor and/or participation in approved professional development programs or courses, approved in advance by the supervisor. Successful completion of a minimum of one professional development within the last two years is required.
- Successful completion of job-specific professional developments identified on the job description, performance evaluations, and/or the supervisor’s documented recommendation.
- Achievement of identified goals as they relate to the needs of the district and as established by the supervisor.
- Consistent maintenance of an effective and orderly work environment.
- Consistent compliance with general office procedures (e.g., standards in the AACPS Employee Handbook, discretion and customer service, regular and punctual attendance, building dress code, including wearing AACPS ID badge).
- Above Satisfactory overall job performance for the two most recent consecutive years of Performance Ratings.
- Letter of Recommendation written by the supervisor.
Additional Requirements for Advancement from Lower Grade to Higher Grade
- Achievement of Professional Certification or Certificate in Business or Technology, or completion of coursework/workshops leading toward professional certification, as determined by the supervisor.
