Technical Writer RFP & Medicaid IT Projects

Temporary full-time position with an estimated duration of 13 months. Hybrid work model: 4 days in-office, 1 day remote. Schedule: 8:00 AM–5:00 PM, Monday–Friday.

About the Role

The client seeks an expert Technical Writer to draft Requests for Proposals (RFPs) for complex Medicaid and other IT projects.

Responsibilities

• Attend and facilitate meetings to gather missing language and details for RFP drafting.
• Develop RFPs that include scope of work, technical requirements, staffing, deliverables, and other project-specific sections.
• Review and write business needs in the RFP.
• Identify mandatory requirements, page limits, formatting rules, and scoring criteria.
• Gather information from Subject Matter Experts, past proposals, and leadership to ensure completeness in each RFP.
• Assist management in meeting compliance requirements for RFP responses.
• Work with Medicaid Systems leadership to create and update RFPs.
• Manage multiple high-profile, high-priority projects simultaneously.
• Create and document key project management requirements.
• Build consensus among stakeholders with competing or diverse interests.

Requirements

• Bachelor’s degree.
• Minimum 2 years of technical writing experience.
• Advanced skills in Microsoft Office (Word, Excel, PowerPoint, Visio), including working with templates and style guidelines for branding consistency.
• Experience with procurements for state agencies.
• Experience working with SharePoint and project management tools (Visio, MS Project, Word, Access, Excel).
• Strong written and oral communication skills; proficiency in English required.
• Ability to interact effectively with project team members, management, and agency departments.
• Attention to detail to avoid missing requirements that could disqualify a bid.
• Willingness and ability to engage continuously with people and organizations.

Preferred Qualifications

• Experience in Medicaid or other healthcare claims system IT projects.
• Previous public sector work experience.
• Experience developing structured written materials and visual aids.

Pay

Hourly rate: $70.00–$72.00.
