Technical Writer / Knowledge Management Specialist

This role combines technical writing, knowledge management, and documentation governance within a complex government technology environment. You will translate highly technical engineering concepts into clear, accurate, and user-focused documentation. A major focus will be building and managing a knowledge management system from the ground up and maintaining it throughout the program lifecycle. You will support modernization, UI/UX, systems engineering, and compliance initiatives through high-quality documentation and training materials.

Responsibilities

  • Translate technical terminology and engineering concepts into clear user manuals, training materials, installation guides, reports, and other end-user documentation.
  • Plan, design, implement, and manage the program's knowledge management system from the ground up, including ongoing governance and maintenance.
  • Develop documentation and training materials supporting database modernization, UI/UX deployments, and other technology transformation initiatives.
  • Produce documentation and artifacts required to demonstrate appropriate controls in support of Risk Management Framework (RMF) and Authority to Operate (ATO) activities.
  • Support the development of Systems Engineering artifacts and contribute to final reports and other program documentation.
  • Edit and proofread functional descriptions, system specifications, user manuals, special reports, proposals, and customer deliverables for accuracy, clarity, consistency, and adherence to established standards.
  • Prepare presentations, reports, briefing materials, and other content for project reviews, stakeholder meetings, and recurring program activities.
  • Maintain document tracking, logging, version control, and content organization across project artifacts.
  • Ensure documentation is appropriately marked, handled, and safeguarded as Controlled Unclassified Information (CUI), in accordance with applicable Department of Defense requirements.
  • Support monthly status reports and other recurring deliverables, ensuring they are accurate, complete, timely, and professionally presented.
  • Create and manipulate graphics, diagrams, and visual materials using appropriate design and documentation tools.
  • Collaborate with engineering, systems, and technical personnel to determine documentation structure, content, formatting, and organization.
  • Support modernization efforts involving legacy system upgrades, transitions, data migration, systems analysis, and solution design.
  • Work independently or with limited supervision while managing multiple documentation and knowledge management priorities.

Requirements

  • At least 3 years of relevant professional experience in technical writing, knowledge management, documentation, or a closely related discipline.
  • Demonstrated experience establishing and managing knowledge management systems, including planning and implementing a KM environment from scratch.
  • Proven ability to translate complex technical concepts and engineering terminology into accessible user-facing documentation and training materials.
  • Experience working with highly complex IT systems, ideally involving legacy modernization, system transitions, data migration, or systems analysis and design.
  • Experience with Microsoft Office tools, including Word, Excel, Access, Microsoft Project, and PowerPoint, as well as Adobe Creative Suite and Visio.
  • Ability to edit technical and customer-facing documents for grammar, structure, consistency, accuracy, formatting, and adherence to standards.
  • Familiarity with government deliverables and documentation processes is preferred.
  • Experience supporting federal government or Department of Defense programs is highly desirable, particularly experience with modern database design, software development environments, and technical or functional solution decomposition.
  • Knowledge of documentation and compliance requirements related to Controlled Unclassified Information (CUI), RMF, and ATO processes.
  • AI/ML experience is preferred.
  • Strong organizational, communication, analytical, and project coordination skills, with exceptional attention to detail.
  • Ability to work independently, prioritize competing deadlines, and operate effectively under general direction.
  • A bachelor's degree in English, Communications, Technical Writing, Information Systems, or a related field is preferred; equivalent relevant experience may also be considered.
  • Must possess an appropriate Secret security clearance, including IT-II Non-Critical Sensitive or Tier 3 (T3) eligibility at the required stage of the program.
  • Ability to travel to Columbus, Ohio for onsite meetings approximately once per month, for up to three days at a time.

This position is contingent upon contract award.
