Technical Writer- Expert

About the role

The Technical Writer-Expert ensures that the NC Health Information Exchange Authority’s process to execute MOUs, MOAs, vendor contracts, and other agreements is well organized and efficient. They will work closely with NC HIEA business leads and partners to draft these documents and proactively coordinate with NCDIT’s legal, privacy and security, finance, and procurement teams to ensure all required information is provided, issues are addressed, and agreements satisfy each team’s requirements.

The role involves developing and maintaining an organized repository of all NC HIEA agreements and related documentation, as well as collaborating with business leads to ensure programs and services align with related agreements.

The NC Health Information Exchange Authority (NC HIEA) is a business unit within the NC Department of Information Technology’s Data Division, established by the NC General Assembly to oversee and administer the NC Health Information Exchange Network, NC HealthConnex. The unit is responsible for connecting health care organizations receiving state funds to NC HealthConnex and establishing a clinical data warehouse to support enterprise-level business intelligence efforts.

Responsibilities

• Draft and execute MOUs, MOAs, vendor contracts, and other agreements.
• Coordinate with legal, privacy and security, finance, and procurement teams to ensure agreements meet all requirements.
• Maintain an organized repository of all NC HIEA agreements and related documentation in SharePoint.
• Collaborate with business leads to align programs and services with related agreements.
• Support health IT partnerships as part of a statewide data integration and data-sharing initiative.

Skills & Qualifications

• Extensive experience drafting and executing MOUs, MOAs, vendor contracts, and other agreements – Required: 7 years
• Familiarity with legal, privacy and security, finance, and procurement processes, preferably in the health IT sector – Required: 5 years
• Extensive experience maintaining organized document repositories in SharePoint – Required: 5 years
• Familiarity with health IT programs and services, preferably related to interoperability and health information exchange – Required: 5 years
• Familiarity with the administration of Medicaid Advance Planning Documents and other federal funding processes – Required: 3 years
