Technical Targeting Analyst IV
About the Role
Noblis is seeking a Technical Targeting Analyst IV to support our customer in Chantilly, VA. The Technical Targeting Analyst will serve as the principal authority for AI-enabled targeting methodologies and intelligence-driven data analysis. This role operates at the intersection of intelligence tradecraft and data science, partnering with engineering teams to optimize analytical models, ensure ethical data validation, and translate complex algorithmic findings into strategic briefings and operational targeting packages.
Responsibilities
- Leverage artificial intelligence, machine learning, and cyber intelligence capabilities to exploit large-scale, disparate datasets and identify threats against high-priority targets. Apply advanced analytical techniques and data exploitation tools to automate pattern-of-life analysis and isolate target vulnerabilities.
- Analyze large, complex datasets from multiple intelligence and operational sources (including network telemetry, cyber forensics, and open-source intelligence) to develop actionable intelligence leads and support cross-domain intelligence integration.
- Partner with engineering teams to optimize analytical models, manage prompt strategies, and ensure ethical data validation. Translate complex algorithmic findings into operationally relevant outputs.
- Create intelligence products, targeting packages, and executive-level briefings that translate complex algorithmic findings into strategic and operational recommendations for senior stakeholders.
- Lead complex analytic efforts and provide strategic advice to senior stakeholders on analytic modernization, data-driven targeting methodologies, and the integration of emerging AI/ML capabilities into intelligence operations.
- Ensure the ethical and effective use of emerging technologies in intelligence operations, maintaining rigorous data validation standards and secure application of AI-driven analytics across operational environments.
Requirements
- U.S. Citizenship is required.
- Active Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) and ability to obtain a Counterintelligence (CI) Polygraph.
- Bachelor’s degree and a minimum of 10 years of experience in intelligence analysis, data science, cybersecurity, or a related field, with demonstrated expertise in AI-enabled targeting methodologies and intelligence-driven data analysis.
- Proficiency in advanced analytical techniques, intelligence collection methodologies, and data exploitation tools, with strong knowledge of artificial intelligence, machine learning, and data-driven analytical frameworks.
- Excellent critical thinking, investigative, and problem-solving skills with the ability to lead and manage complex analytics projects across operational environments.
Qualifications (Preferred)
- Master’s degree in Intelligence, Data Science, Cybersecurity, Analytics, or a related field; PhD preferred.
- Experience supporting federal, defense, intelligence, law enforcement, or national security missions.
- Expertise in AI/ML model development, data engineering, or advanced analytics platforms.
- Experience with cyber threat intelligence, network analysis, digital forensics, or open-source intelligence (OSINT).
- Certifications in intelligence analysis, cybersecurity, data science, cloud technologies, or AI/ML disciplines.

Pay
Compensation at Noblis is determined by various factors, including but not limited to, education, certifications, knowledge, skills, competencies, experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements, and applicable employment laws.
The projected salary range for this position is USD $132,900.00 - USD $207,750.00 /Yr. (full-time). For part-time or on-call staff, compensation is proportionately adjusted based on hours worked.
