We have a career opportunity for a Technical Specialist VII to join our team! The successful candidate reports through the Program & Technical Services (P&TS) department. P&TS is responsible for the oversight of program and process controls, standards, utility coordination, underground asset management, hydraulic modeling, and overall GIS data and analysis. This position will focus on being a technical lead for GIS analytics and development for all utilities and overseeing the day-to-day responsibilities of the GIS Analyst team. Lead technician or supervisory role. Provides leadership and oversight for GIS analytics, development, and statistical analysis activities. Solves technical problems and provides consultation and training. Directs efforts of other technicians as required. Manages multiple projects of medium to high complexity by assuring compliance with scope, budget, schedule, quality, and safety. Engages in interactions with consultants, other Citizens departments, and other agencies. May have supervisory responsibilities. Minimum Salary $96,000 (Grade 11) Provides guidance and direction to larger assigned tasks. Maintains, updates, and develops ESRI and enterprise GIS standards. Provides technical guidance regarding projects or disciplines.Promotes quality and reviews design inputs in order to ensure consistency. Ensures deliverables comply with codes and standards. May participate in and lead process improvement activities. Responsible for drawing control and records. Demonstrates personal accuracy and drives continual improvement and change management efforts.Develops GIS data concepts and deliverables. Makes decisions with respect to deliverables and input interpretation. Capable of handling difficult technical assignments and can provide technical guidance. May review the deliverables of others. May monitor production to assure consistency, budget and schedule of the deliverables. May participate in start-up activities associated with a specialized area of expertise.Coordinates with other GIS team personnel to review and exchange project information necessary for development. May support field activities. Communicates project design requirements, progress and schedulesIdentifies key client interests and drivers on projects, communicates to project team and develops approaches to accommodate these concerns. May offer other services to the client. Provides support to business development or pursuit activities.Provides direction to approximately 3 to 5 people. Oversees performance management, career planning, recognition, development, compensation management, disciplinary actions, employee relations and workforce planning. Manages internal and external staff providing GIS analytical services.Performs other duties as assigned.High School Diploma, equivalency Certificate.12 years of related experience or 10 years of Citizens experience.Valid driver’s license in the United States, or alternate approved by management. State of Indiana driver’s license required within 30 days of first day of employment. (Must have a safe driving record including no history of serious traffic violations, accidents, suspensions/revocations, or DUI/DWI convictions within the last three years). Preferred Skills/Qualifications Bachelor’s Degree in Geographic Information Science or a related technical degree.Practical experience in utilizing ESRI software products, such as ArcGIS Pro, Portal, Field Maps, and Experience Builder.Proficiency in computer software in a Windows environment, Microsoft Office applications, Power BI, and Oracle databases.Ability to work in office and field environment. Detailed understanding of utility systems, and other infrastructure projects at Citizens. Demonstrated ability to work effectively and cooperatively with others as well as work with minimal direction supervision. Strong analytical, problem solving, and organizational skills.
