Responsibilities
- Develop, promote, support, and ensure compliance with District-wide, workgroup, and team safety policies, procedures, and initiatives; participate in serious accident investigations; ensure regulatory compliance for the collection system.
- Lead the Capital Improvement Program to maintain infrastructure integrity and provide future capacity; manage budgets; coach and mentor technical professionals.
- Oversee the industrial pretreatment program, permitting for developer projects, pollution prevention, sewer service charge and capacity fee activities, and report preparation.
- Review plans and specifications for District treatment, transport, and collection system projects; conduct construction inspection; maintain the GIS database; resolve customer concerns.
- Plan, develop, and implement goals and objectives for the Technical Services Workgroup; prepare and administer internal policies; interpret rules, laws, and regulations.
- Direct and participate in workgroup program work plans; assign and monitor work activities; evaluate work products and methods; implement process improvements.
- Serve as engineer in responsible charge for all in-house engineering designs; oversee capital improvement projects; participate in master planning; review detailed facilities design, contract documents, and cost estimates.
- Negotiate agreements with developers; procure and manage technical and professional consultants; oversee property and right-of-way acquisitions.
- Coordinate the District’s recycled water goals and directives in consultation with the General Manager.
- Serve on standing and ad-hoc committees; represent the District to outside groups; provide technical assistance as needed.
- Act as a resource to the General Manager and Board of Directors on technical and management programs; attend Board meetings; prepare and present staff reports.
- Represent the District at federal, state, regional, and local meetings; act as liaison on inter-agency coordination projects; make public presentations.
- Participate in District-wide policy and planning activities, including the Balanced Scorecard and strategic initiatives; develop performance measures and implement objectives.
- Coordinate staff and resources to implement plans; develop and administer the annual budget; manage technical and administrative projects; occasionally perform General Manager duties.
- Communicate complex technical information effectively through written, graphic, and oral presentations.
- Select, train, motivate, and evaluate personnel; conduct performance evaluations; implement discipline procedures; maintain high operational standards.
- Build and maintain positive working relationships with co-workers, other District employees, and the public using principles of good customer service.
- Mentor Coaches in carrying out responsibilities; support teams in applying total quality principles, benchmarking, and process improvements.
- Support District-wide programs, including Star Point and Team Coordinator initiatives.
- Practice clear, timely, and honest communication; promote openness, mutual respect, and collaboration; foster a strong performance ethic; manage conflict and change.
Requirements
- Bachelor’s degree from an accredited college or university in civil, sanitary, or environmental engineering, or a related field.
- Ten years of progressively responsible experience in environmental engineering, including five years managing or directing environmental professionals.
- Valid California registration as a Professional Civil Engineer.
- Valid Class C California driver’s license with a satisfactory driving record; must be insurable by the District.
- Physical ability to perform the critical duties of the job.
A master’s degree is highly desirable.

$245,283.17 – $321,934.29 annually.
