Member of the Refinery Leadership Team providing leadership, direction, and guidance for the refinery’s technical support needs. Supervises and directs activities related to process engineering, safety, environmental project concept development, turnaround, maintenance, and reliability of processing units. Responsible for coaching and performance evaluation to achieve refinery goals in safety, environmental, and operational targets.

Responsibilities

  • Manage the Refinery Technical Service Department to achieve Safety, Environmental Compliance, Reliability, and Operating Excellence.
  • Work in a team environment with operators and engineers to maintain, troubleshoot, and develop enhancements for process units.
  • Provide technical support and mentoring to develop Process Engineers for future roles, including interviewing candidates, determining development needs, and evaluating performance.
  • Guide unit operations and optimization aligned with refinery safety, environmental, and operational requirements.
  • Review plant operations and laboratory analysis daily for efficiency and compliance; monitor, track, and analyze data from analytical and control equipment.
  • Generate ideas and develop process design improvement projects for strategic business improvement.
  • Provide technical content for operating procedures, process safety information, and management of change; serve as a technical authority for operating limits.
  • Work closely with the Capital Project group to develop, provide engineering assistance, and implement minor and major capital projects.
  • Support Process Catalysts and Chemicals bidding, including contacting vendors and providing process information.
  • Assist in planning unit shutdowns and startups; administer plant performance test runs and provide operational data or drawings as needed.
  • Develop the annual Technical Service operating budget and monitor performance to budget.

Requirements

  • Bachelor’s Degree in Chemical Engineering required; Master’s Degree in Chemical Engineering or equivalent preferred.
  • 10+ years’ experience in oil refinery process engineering, controls, or operations.
  • 5+ years supervisory experience.
  • Experience with capital and operating cost estimating and economic analysis preferred.
  • Ability to set up and maintain unit monitoring spreadsheets, including mass, heat, and material balances.
  • Strong computer skills with Excel, Word, and other Microsoft functions.
  • Knowledge of process simulation software like HYSYS, PRO-II, and programming such as VBA preferred.
  • Understanding of mechanical operations of equipment, machinery, and distillation towers in the field, as well as overall refinery operation.
  • Strong mathematical, reasoning, and problem-solving skills; understanding of P&IDs and PFDs.
  • Excellent communication skills in English, both oral and written.
  • Demonstrated knowledge of process technology and process safety; ability to embrace and drive vision and change.
  • Ability to adjust schedule to meet business needs.
  • Exposure to work near potentially volatile and combustible materials and chemicals.
