Technical Security Specialist

Koniag Professional Services, LLC, a Koniag Government Services company, is seeking a Technical Security Specialist to support KPS and our government customer in Arlington, VA.

About the role

This position provides Technical Surveillance Countermeasures (TSCM) and Counter-Terrorism Technical Assistance (CTTA) support to DARPA Headquarters and selected contractor sites.

Responsibilities

• Perform TSCM activities at DARPA Headquarters and at selected contractor sites that support DARPA technical program activities.
• Provide TSCM and CTTA support as directed by DARPA.
• Identify programs, situations, and activities that require the application of TSCM and TEMPEST.
• Recommend for approval the use of TSCM and TEMPEST techniques; upon approval, apply, conduct, oversee, and/or coordinate these activities.
• Conduct TSCM activities to ensure working environments are free of technical surveillance devices.
• Identify hazardous conditions that could facilitate technical surveillance.
• Identify conditions contributing to technical security weaknesses (items of security interest, physical vulnerabilities, technical hazards, and technical penetrations).
• Correct deficiencies and employ countermeasures to defeat technical surveillance efforts.
• Liaise with the TSCM community.
• Prepare and/or review TSCM-related reports, including reporting relevant information through channels to the appropriate counterintelligence activity.
• Conduct and report the results of Technical Threat analyses in concert with external and internal agencies.
• Coordinate TSCM and TEMPEST support with internal and external agencies; employ operations security regarding TSCM and TEMPEST services.
• Plan and recommend TSCM support activities for government approval and implement approved plans.
• Develop and recommend TSCM priorities.
• Keep abreast of current technical surveillance threats and advise government representatives on countermeasures.
• Participate in DoD Technical Surveillance Integrated Management Group (TSIMG) activities related to TSCM research, development, test and evaluation (RDT&E), training, and exercises.

Requirements

• Possess extensive knowledge in investigations, electronics, security evaluation, and construction as it relates to DoDI 5240.05 (TSCM).
• Minimum of seven (7) continuous years of TSCM experience immediately preceding work on this contract.
• Top Secret clearance, with eligibility for SAP and SCI access.
• High school diploma.
• Successfully completed the Interagency Training Center’s (ITC) TSCM Fundamentals Course prior to performing TSCM functions on this contract.
• Annual attendance at refresher or specialized training to remain proficient in technical penetration and detection techniques.
• Successfully completed a course in electronics fundamentals (e.g., electronics, avionics, telephone systems, information systems, or alarm systems operation and maintenance).
• Good general health without physical impairments that interfere with duties, including prolonged walking, standing, sitting, climbing stairs, or moving rapidly.
• Meet physical standards per DoDI 5240.05:
  • Hearing acuity: audiometer test results not to exceed 30 decibels in either ear in the 500, 1000, and 2000 Hz ranges; ability to hear whispered voice at 15 feet without a hearing aid.
  • Vision: minimum 20/30 in one eye and 20/20 in the other, corrected or uncorrected.
  • Color perception: no more than four incorrect identifications out of fourteen pseudo-isochromatic plates.
  • Free from physical problems hindering manual dexterity; normal range of motion in all extremities.
  • Medical examination showing ability to:
    • Lift forty pounds overhead using both arms.
    • Carry forty pounds similar to a suitcase.
    • Climb a six-foot ladder.
    • Crawl beneath a three-foot barrier.
• U.S. citizenship.
• Ability to work a flexible schedule to accommodate DARPA needs.
• Ability to travel and perform work at other geographical locations.
• Maintain cooperative working relationships with contacts in the course of work.
• Ability to read, write, speak, and understand English; communicate effectively verbally and in writing.

• Ability to remain calm in emergency situations.
• Ability to understand and carry out oral and written directions with limited supervision.
• Skill in reading, writing, basic math, document composition, and analytical problem-solving.
• At least 21 years of age at the time of employment on the contract.
• Fluent in written and spoken English with strong communication skills.
