The Technical Program Manager designs and implements standardized intake workflows, prioritization frameworks, and governance processes. They create comprehensive documentation including RACI matrices, SOPs, workflow diagrams, and training materials. They establish quarterly planning mechanics such as PI Planning ceremonies, capacity sessions, and retrospectives. They drive process adoption through change management, training delivery, and creation of self-service knowledge bases. They conduct process audits, implement corrective actions, and maintain process versioning. They partner with Agile coaches to integrate portfolio processes with team-level ceremonies.
Workflow Tool Engineering
The Technical Program Manager configures organizational structures, boards, queries, dashboards, and work item hierarchies. They implement automation rules, pipeline integrations, and custom process templates. They create stakeholder-specific dashboards and queries using native widgets and Power BI integration.
User Support & Training
The Technical Program Manager provides Tier 2/3 technical support for complex tool platform issues (Azure Devops, Jira, PowerBI, etc). They develop and deliver training programs from basic orientation to advanced configuration. They create comprehensive documentation including guides, FAQs, and video tutorials. They establish office hours and mentor Portfolio Analysts on platform capabilities.
Data Analytics & Business Intelligence
The Technical Program Manager architect dashboard suites for executives, program managers, and delivery teams. They implement portfolio health dashboards tracking initiatives, milestones, risks, and budget. They deploy DORA metrics (deployment frequency, lead time, MTTR, change failure rate) and establish flow metrics (cycle time, throughput, WIP, flow efficiency). They generate budget tracking reports with variance analysis and burn-rate projections. They create executive presentations distilling complex data into clear narratives. They implement data validation rules, quality scoring, and data dictionaries. They develop predictive models for project completion forecasting.
Portfolio Coordination
The Technical Program Manager coordinates logistics for quarterly planning events. They document governance meetings and track action items. They maintain master schedules and identify scheduling conflicts. They support vendor management and change management communications. They lead PI Planning, sprint ceremonies, and continuous improvement initiatives for the Biller Portfolio. They guide software initiatives from concept to launch ensuring alignment with strategic objectives and business outcomes. They oversee SDLC execution from requirements through development, testing, release, and post-launch optimization.
