Responsibilities
- Coordinate delivery across the team's projects, tracking status, surfacing risks early, and keeping work on schedule from concept through public launch.
- Build and maintain operating processes that scale, including planning cycles, sprint rituals, decision frameworks, status reporting, and post-launch retros.
- Unblock the team; identify what slows down work, escalate where needed, and resolve the recurring blockers yourself before they become patterns.
- Cook up dependencies between OTI's platforms, security, legal, communications, and contracts teams to keep dependencies moving and the team's work aligned to the city's standards and timelines.
- Onboard new hires, making sure people are ramped, supported, and contributing to their first few weeks.
- Write and maintain the team's operating documentation: handbooks, runbooks, onboarding guides, and the principles that codify how we work.
- Report up to OTI leadership and external stakeholders on team health, project status, and operational metrics, with honesty about what is and is not working.
- Make the operation better over time. Run retros, measure what matters, and improve the team's working systems quarter over quarter.
- Perform special projects and initiatives as assigned.
Hours/Shift
Day - Due to the necessary duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications
- A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain;
- An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain;
- A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain;
- Education and/or experience which is equivalent to "1", "2", or "3" above.
Preferred Skills
- 3+ years of professional experience in operations, program management, technical project management, chief of staff, or a similar role, with a track record of making teams run better.
- Experience coordinating delivery across multiple concurrent projects, with the project management instincts to spot risk early and the judgment to address it without disrupting the work.
- Experience working closely with cross-functional product teams, including engineers, designers, and product managers.
- Working fluency with modern operating practices, including planning cycles, team rituals, status reporting, retros, and operational metrics.
- Strong written and verbal communication write a clear weekly update, oversee structured meetings, and represent the team in conversations with senior stakeholders.
- Experience navigating government hiring, civil service processes, or comparable structured hiring environments.
- Experience with budget management, contracting, or procurement, especially in public sector contexts.
- Experience standing up new teams or new functions, including the documentation, rituals, and onboarding that make a team durable.
- Experience building and maintaining team handbooks, runbooks, and operating documentation that people actually use.
- Comfort with ambiguity: loosely defined operating problems, design a process to solve it, and roll it out without overengineering.
