Technical Director, Program Management

WSP is seeking a Federal Programs Project Director to work out of our Tacoma, WA office. This role involves projects with our Federal Programs Team, contributing to a growing organization that meets client objectives and solves challenges.

About the role

The Federal Programs Project Director will initially focus on executing Architectural & Engineering (AE) services under Federal contracts, while growing the Federal Team’s NAVFAC Program primarily in the Northwest U.S. The role includes delivering service capabilities such as engineering, architecture, planning, environmental engineering, and program management, as well as strengthening client relationships to drive new business opportunities. You will collaborate with operations and delivery leaders across all sectors, regional and national leadership, to position WSP as a trusted choice for clients and employees.

Responsibilities

• Ensure adherence to Safety, Health, Environment, & Quality (SHEQ) requirements for all projects in the portfolio.
• Work with the WSP Federal Programs District Lead to ensure accurate Project ETCs forecasting in the Business Plan.
• Ensure compliance with all Quality policies, procedures, protocols, and mandated project tools.
• Review and approve proposal/project contract documents, risk, and pricing.
• Drive the delivery of budgeted Net Revenue for a portfolio of projects and aligned Project Managers (PMs).
• Enhance Net Revenue through change management, cash management, and delivery of high-quality, value-added services.
• Review and approve the Project Risk Register/Mitigation Plan, Project Execution Plan, and Project Quality Plan.
• Conduct Monthly Project Reviews and publish reports with critical issues and actions.
• Attend internal WSP Administrative Project Reviews to discuss projects within the portfolio.
• Review the accuracy of Project Estimate at Completion and address variances with PMs.
• Monitor accounts receivable (AR) and unbilled revenue, working with PMs to resolve issues.
• Ensure adherence to the Contracts Quality Plan, including client satisfaction reviews and deliverable checks.
• Work with Operational/Group/Design Leaders to assign appropriate staff to projects.
• Manage, coach, and provide skill and career development for aligned PMs.
• Provide technical guidance and expertise to lead multi-discipline teams for projects or programs.
• Oversee resource loading and talent engagement of aligned PMs.
• Support PM career development through WSP Project Manager Training tools.
• Guide teams in making informed technical decisions and foster innovation.
• Negotiate with vendors and stakeholders on pricing.
• Identify process improvement opportunities and coordinate implementation with leadership.
• Ensure succession plans are in place for key roles and recommend hiring/terminations of PMs.
• Approve time and expense for aligned PMs.
• Assist PMs and Client Account Sponsors with client management and satisfaction.
• Collaborate with staff across WSP Sectors, Regions, and leadership with a "one-WSP" delivery mindset.
• Manage direct reports (4 to 5+ PMs) and may serve as Senior PM on some projects.

Requirements

• Bachelor’s degree in Civil Engineering, Planning, Architecture, or a related field.
• Minimum 12+ years of experience proposing, negotiating, and delivering AE planning, design, and construction-phase oversight services under U.S. Department of Defense (DoD) IDIQ contracts (NAVFAC IDIQ experience preferred).
• 7+ years of experience managing multi-disciplinary engineering/architectural teams.
• Professional registration as a U.S. licensed Architect or Engineer.
• Ability to obtain a U.S. Government Secret level Security Clearance.
• Strong knowledge of Navy clients, U.S. contracting industry, and Federal budgeting.
• Experience leading strategy and marketing for Federal acquisitions.
• Demonstrated experience working with cross-functional teams and stakeholders.
• Track record of managing large and complex opportunities, as well as smaller task orders.
• Strong business development and negotiation skills.
• Proven ability to communicate effectively under time constraints.

Preferred Qualifications

• Active U.S. Government Secret level Security Clearance.

Pay

Expected salary range: $163,800 - $193,000, based on education, experience, knowledge, skills, abilities, and geographic location.
