TECHNICAL DIRECTOR

This position is in the Executive Department at Naval Information Warfare Training Group Gulfport (IWTG-G).

About the role

As a Technical Director, you will oversee the quality and operation of command-wide training programs and the professional development of all civilian personnel. You will serve as a key advisor to the Commanding Officer on policy and matters related to civilian personnel welfare, morale, job satisfaction, utilization, and training.

Responsibilities

• Monitor and track individual pipeline training and Master Training Specialist qualification progress.
• Manage civilian and military personnel evaluation programs.
• Provide strategic planning, development, maintenance, and reporting for departmental initiatives.
• Accountable to the Executive Branch for all departmental budgetary requirements and reports.
• Assist and advise the Commanding Officer on policy and matters impacting civilian personnel welfare, morale, and job satisfaction.
• Promote effective communications between civilian and military personnel regarding matters impacting civilian staff.
• Assist in periodic review and update of command instructions pertaining to civilian personnel.
• Serve as co-chair on command administrative boards (e.g., Awards Board, Space Allocation, organizational realignment discussions).
• Work with IWTG HQ, the Commanding Officer, Executive Officer, and Training Support Department head to ensure the command’s 23 civilian positions remain filled and Position Descriptions are updated.
• Represent the Commander by providing Flag-level presentations and identifying enabling IW training initiatives that integrate existing, new, or modified tactics.
• Provide opportunities for expanding IW training, prioritizing new warfighter capabilities requiring IW training updates, and aligning multiple IW training requirements into a standardized, holistic IW training program.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• Must be fully vaccinated for COVID-19 by 11/22/2021 or date of employment, except in limited circumstances where an exemption is approved due to a disability or sincerely held religious beliefs.
• Must obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to maintain the required clearance may result in withdrawal of a job offer or removal.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods.
• You will be required to obtain and maintain a U.S. Passport.
• Supervisors in the executive branch have a heightened responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• Occasional evening and weekend work is required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Planning, directing, coordinating, and supervising all phases of the instructional design lifecycle—including planning, analysis, design, development, implementation/delivery, and evaluation—for complex training programs, specifically within Meteorological and Oceanographic (METOC) or related technical military domains.
• Serving as an educational program manager and authoritative advisor on curriculum management, curriculum surveillance, and training quality standards (such as the Master Training Specialist program).
• Providing strategic leadership and administrative guidance to executive leadership (e.g., Commanding Officers) on workforce management, including filling civilian vacancies, updating Position Descriptions (PDs), and monitoring command budgetary requirements.
• Serving as a principal liaison to coordinate training requirements and represent an organization before high-level stakeholders, external military departments, and academic institutions to integrate emerging technologies, tactics, and operational capabilities into educational courses.

Preferred Qualifications

• PhD in meteorology, physical oceanography, hydrography, or a related discipline.
• MS degree with extensive experience in the degree field.
