Job Summary

Sparton, a leader in advanced undersea warfare solutions for more than 100 years, is seeking a motivated Sr. Technical Capture Manager to support business development and capture efforts. This hybrid role splits time between onsite and remote work, with candidates in Florida, Washington D.C., Maryland, or Virginia preferred. The ideal candidate is a self‑starter with DoD business development experience and strong knowledge of the capture process, proposal development, and translating customer mission needs into winning strategies. Navy experience is preferred, though broader DoD experience is welcome.

Responsibilities and Tasks

  • Participate in business planning activities, including pipeline reviews, operating plan development, bid agenda development, opportunity gate reviews, black hat sessions, win theme and discriminator workshops, and proposal reviews.
  • Oversee the business development & proposal phase. The BD Lead is responsible for managing all activities necessary to transform qualified opportunities into wins.
  • Develop new market initiatives, conduct competitive assessments, maintain and execute capture strategies with detailed call plans, and lead market survey responses.
  • Identify and shape research and development activities.
  • Write white papers, develop RFIs and RFPs, and present C4ISR concepts and proposals to U.S. DoD customers.
  • Strategic thinker with strong technical acumen and knowledge of Navy research and development.
  • Work with cross-functional teams to shape, develop, and construct the solution and proposal—ensuring corporate alignment in management, technical solution, management approach, past performance, teaming, contracts, sub-contracts, BOE, pricing, and required approvals in accordance with Sparton policies and procedures.

Education, Experience, Licenses and Certifications

  • Bachelor’s degree or higher in engineering, finance, business, or another technical field.
  • Typically 7–10 years of relevant experience, including at least 5 years of demonstrated BD and capture activity.
  • Ability to obtain Top Secret/SCI (if not already held).
  • Experience in the full capture lifecycle including identification, qualification, pre-proposal, proposal, and post-proposal transition to program execution.
  • Experience generating R&D programs—both large and small—with the ability to plan long-term transitions into DoD programs.
  • Working knowledge of U.S. Government contracting, contract types, and procurement processes; must demonstrate strong reasoning and communication skills.
  • Knowledge of FAR-based contracts and OTA processes; ability to align company resources to respond to government solicitations.
  • Demonstrated skills in opportunity qualification, capture strategy, customer engagement, competitive assessments, team leadership, and core BD processes.
  • Experience with CRM tools including Salesforce, Microsoft Dynamics, and Office 365.
  • Excellent written and verbal communication skills including technical papers, proposal volumes, and formal presentations.
  • Familiarity with federal solicitation tools and competitive landscape research sources.
  • Experience capturing large programs (>$50M TCV) with emphasis on shaping opportunities into executable solutions and proposals.
  • Understanding of capture management best practices.
  • Experience managing and writing proposals.
  • Excellent organizational skills and ability to meet deadlines.
  • Excellent presentation and verbal communication skills.

Skills and Abilities

  • Experience supporting business development programs with Navy RDT&E customers.
  • U.S. Citizenship required.
  • Ability to obtain Top Secret/SCI (if not already held).

Pay Range

$113,005 - $186,440 per hour
