Key Responsibilities
- Lead and coordinate the national-level legal, regulatory, and institutional analyses for the three target countries, building on existing analyses and focusing on alignment of primary legislation and secondary regulations with national policy objectives and strategic plans.
- Lead and coordinate the production of case studies of comparative international and regional best practices.
- Lead and coordinate the preparation of a regional synthesis report that compares the legal and regulatory frameworks of Kazakhstan, Kyrgyz Republic, Tajikistan, and Uzbekistan, highlighting key divergences, shared challenges, and areas for potential harmonization or coordinated reform.
- Participate in consultation and validation activities with government regulators, policy makers, industry representatives and legal experts Assess the “de facto” implementation of regulations, including operational status of data protection authorities, institutional oversight capacity, enforcement mechanisms, and technical standards.
- Collaborate closely with the World Bank task team and local stakeholders to ensure relevance, accuracy, and completeness of the assessment.
- Provide strategic guidance and quality assurance throughout the assignment’s lifecycle.
Qualifications and Experience
- At least 10 years of experience in legal and regulatory assessments related to data governance and digital transformation.
- Proven expertise in legal frameworks governing data protection and privacy, cybersecurity, open data regulations, e-signatures and digital transactions, intellectual property rights, cloud and data hosting regulations, data sharing, AI and emerging technologies, cross-border data governance, or related topics.
- Strong understanding of international standards and best practices in data governance and digital regulation.
- Experience leading projects funded by the World Bank, multi- or bilateral donors, or international governmental organizations.
- Demonstrated ability to lead multi-country or comparative assignments and manage multidisciplinary teams.
- Experience working in Central Asia is highly desirable.
- Russian language skills are highly desirable.
- Excellent stakeholder engagement, communication, and writing skills.
