Supervisory, administrative, and technical role focused on program operations within the Driver License Division.
Responsibilities
- Assign, train, and supervise staff; monitor workflow and workload to ensure timely, compliant work.
- Oversee technical, training, research, planning, policy, program assessment, and administrative activities.
- Serve as liaison to Manager and Assistant Manager in their absence.
- Recommend and prepare requests to fill vacancies; chair interview boards and assess applicant suitability.
- Develop and implement program evaluation techniques; oversee evaluation activities.
- Communicate with internal and external customers to ensure effective teamwork and quality service.
- Establish program goals and objectives; develop schedules, priorities, and standards.
- Administer performance evaluations, counsel and mentor employees, approve leave requests, and maintain records.
- Participate in developing and implementing program policies, procedures, and new major programs; provide training.
- Guide employees in handling complex problems within assigned program areas.
- Prepare program management and productivity reports and studies.
- Develop productivity metrics and assist staff in achieving program goals.
- Review and update software specification documents; attend meetings and participate in committee work.
- Research and analyze laws, rules, regulations, and files; confer with staff on interpretation and application.
- Conduct and review special investigations, complaint investigations, and administrative inquiries.
- Oversee and maintain offices, equipment, and assigned fleet vehicles (inventory, replacement, maintenance, repairs).
- May perform check rides, process transactions, and administer road skills (drive test) exams.
- May audit bank records and deposits.
- Prepare and conduct seminars and presentations for internal and external stakeholders.
- May travel to conduct training for diverse audiences.
- Direct, develop, and evaluate projects using project management methodologies; meet with sponsors and stakeholders.
- Compose schedules, reports, and budget expenditures.
- Attend work regularly and observe approved work hours per agency leave and attendance policies.
- Perform other assigned duties.
Requirements
- Graduation from an accredited four-year college or university with a major in business management or a related field.
- Minimum of one (1) year of progressively responsible work experience in office management or administration of government or business programs.
- One (1) year of experience in a lead or supervisory capacity is preferred.
- Additional work experience or related education may substitute for one another on a year-for-year basis.
- If driving is required, must possess a valid Texas driver license from state of residence.
Skills
- Regulatory knowledge: Working knowledge of TXDPS, State, and Federal regulations, legislation, guidelines, policies, and procedures.
- Supervisory/Managerial/Leadership: Knowledge of management principles, performance standards, and fiscal/budget management; ability to develop plans, policies, and procedures for efficient workflow and provide clear direction.

- Analytical Reasoning/Attention to Detail: Ability to examine data, discern patterns, identify trends, and solve problems.
- Technology: Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and ability to learn new software/systems.
- Confidentiality: Ability to handle sensitive information responsibly and adhere to applicable laws and policies.
- Safety: Ability to work safely and comply with safety standards and best practices.
Schedule
- Extended work hours possible (7:00 am to 8:00 pm).
- Weekend work may be required.
- Travel: In-city and statewide up to 3 days per week.
Physical and Environmental Demands
- Environment: Office, outdoors, vehicle.
- Ambulatory skills: Stand, walk, sit.
- Hand-eye coordination and arm/hand/finger dexterity.
- Ability to speak, hear, and exercise visual acuity.
- Ability to transfer weights of up to thirty (30) pounds.
- Driving: Occasional short trips (1-2 times per month).

- Current DPS employees who apply for posted positions must notify their immediate supervisor in writing.
- Employees selected for a position in the same salary group and state title will be transferred with no salary change.
- Employees selected for a position in their current salary group with a new state title may receive up to a 3.4% salary increase.
- Salary is contingent upon qualifications and subject to budgetary restrictions.
- State of Texas retirees may be rehired for full-time, non-commissioned positions under specific circumstances.
