TCEQ - Program Specialist V
About the role
Join the Texas Commission on Environmental Quality (TCEQ) as a Program Specialist in the Office of Waste. This position contributes to the agency’s mission of protecting public health and natural resources by regulating waste generation, treatment, storage, disposal, and contaminated-site cleanup. You will be part of the Waste Permits Division, specifically overseeing the Scrap Tire Program work group.
Responsibilities
- Distribute work, track assignments, and oversee the advanced staff and activities of the Scrap Tire Program work group within the section.
- Ensure the quality and timeliness of customer service provided by work group staff for both internal and external customers; serve as a resource for difficult questions and problems from less experienced staff.
- Assign work, track deadlines, and oversee performance related to administrative reviews of documents as part of the Permit Application Administrative Review and Public Notice Verification processes for Municipal Solid Waste and Industrial Hazardous Waste permit applications.
- Conduct and/or assist with technical reviews and evaluations of applications, reports, and plans pertaining to scrap tire management; determine compliance with applicable laws, rules, technical principles, policies, and procedures; and process to completion.
- Assist with the hiring process, staff development activities, and provide reports and performance appraisal input to management.
Requirements
- Experience distributing work assignments, tracking project progress, and/or overseeing staff activities.
- Experience interpreting and/or applying statutes, rules, regulations, and/or governmental policies associated with the Scrap Tire Program, administrative reviews of documents, and/or public notices.
- Experience as a program coordinator or work leader.
- Experience communicating (verbal and/or written) technical information to management, stakeholders, or the public.
Qualifications
A bachelor’s degree from an accredited college or university plus five years of full-time experience performing supervisory, managerial, professional, or technical work, which must include:
- Analysis of work problems having an administrative aspect and interpretation of complex written material; or
- Planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.
Substitution options:
- One year of full-time experience in an administrative capacity may substitute for each year (30 semester hours) of the required education.
- One year of graduate work (24 semester hours) in public administration, business administration, human resources administration, environmental resource management, planning, or a relevant field may substitute for one year of required experience, with a maximum of two years substitution allowed.
Administrative capacity refers to work where primary duties consist of performing administrative tasks of an office, excluding clerical, secretarial, sales, equipment operations, and manual labor.
Employees in this classification may research, work on, or have access to critical infrastructure, including communication systems, cybersecurity systems, the electric grid, hazardous waste treatment systems, or water treatment facilities. Maintaining the security and integrity of such infrastructure is a condition of employment.
Schedule
Standard business hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. Individual and work group schedules are determined by the TCEQ Waste Permits Division.
