Job Summary
The Appraiser reports to the Director of TALCB Enforcement and performs investigative and audit work. Work involves examining, investigating, and reviewing appraisal reports submitted by applicants or as part of a complaint matter. Works under supervision, with latitude for the use of initiative and independent judgment.
Job Duties
- Perform appraisal experience audits for compliance with of USPAP, Board rules, and state statutes.
- C conducts investigations of alleged violations of USPAP, Board rules, and state statutes on appraisers and appraisal management companies.
- Prepares records, correspondence, and reports; and assists in making recommendations for regulatory action.
- Testify in administrative hearings.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor's Degree from an accredited college or university
- Minimum of Five (5) years of full-time work experience as an appraiser trainee, certified general or certified residential real estate appraiser with experience in appraisal review work.
- Currently holds a Texas certified general or certified residential real estate appraiser credential or can obtain license within 30 days of employment.
- Experience can substitute for education on a year for year basis.
Preferred Qualifications
- Experience in commercial and residential real estate appraisal, appraisal reviews or as an investigator in an enforcement agency.
- Knowledge of the Texas Appraiser Licensing and Certification Act, Texas Occupations Code Chapter 1103, and corresponding Texas Appraiser Licensing & Certification Board Rules.
- Knowledge of the Texas Appraisal Management Company Registration and Regulation Act, Texas Occupations Code Chapter 1104, and corresponding Texas Appraiser Licensing & Certification Board Rules.
- Familiarity with Multiple Listing Service (MLS) and CoStar.
Knowledge, Skills, And Abilities
- Knowledge of appraisal principles, techniques, and procedures.
- Knowledge of the Uniform Standards of Professional Appraisal Practice.
- Knowledge of word processing and other software programs, including Microsoft Word, Excel and PowerPoint.
- Knowledge of business letter writing, grammar and punctuation, and report preparation.
- Ability to plan, organize and arrange workload to meet schedules and deadlines, working both independently, as well as within a team environment.
- Ability to work effectively in high-pressure situations under strict deadlines with strong attention to detail.
Environmental & Physical Conditions
- Normal office work environment, mostly sedentary in nature.
- Involves speaking to groups of people.
- May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping and bending; and safely lifting and carrying items weighing up to 30 pounds.
- Work involves extensive phone usage and repetitive hand/wrist/finger motions while using the computer.
