Systems Programmer
About the Role
RIVA is seeking a Systems Programmer to support the Indian Health Service (IHS) Unified Financial Management System (UFMS) and Oracle Federal Financials environment. This role focuses on application support and development activities, including requirements gathering, fit-gap analysis, configuration, troubleshooting, and implementation of system changes across integrated financial processes. The Systems Programmer understands configuration and integration across multiple functional areas and supports the end-to-end change management lifecycle—reviewing technical documentation, producing functional documentation and justifications, performing impact analyses, supporting changes in meetings/calls, and assessing change effectiveness in production. The position applies ITIL-aligned service management concepts, analyzes system functionality and requirements, and communicates effectively with stakeholders at multiple levels to support decisions and outcomes.
Responsibilities
- Support Oracle Federal Financials within IHS UFMS by performing requirements gathering, fit-gap analysis, development, configuration, troubleshooting, and related application support activities.
- Analyze configurations and integrations across multiple functional areas to understand end-to-end process impacts and support solution implementation.
- Apply ITIL-aligned service management practices; follow application support processes and analyze system functionality and requirements to resolve incidents, defects, and service requests.
- Support the full end-to-end change management process: review technical documentation; create functional documentation; document justification for changes; perform impact analysis; support change requests on calls/in meetings; and assess effectiveness of changes in the production environment.
- Analyze problems and provide decisions and recommendations related to Oracle Federal Financials modules, configurations, components, interfaces, customizations, and reporting.
- Modify or develop directives, instructions, job aids, and manuals to support consistent operations and effective end-user guidance.
- Communicate effectively (oral and written) and interact with stakeholders at various levels to gain understanding or acceptance of complex and potentially controversial issues.
- Contribute to the overall strategic vision for implementation and operational support by integrating a broad range of ideas regarding implementation and sustainment.
- Support implementation and support projects involving a primary discipline (application/programming) that may impact multiple business units and integrated systems.
- Document system processes and maintain requirements traceability to ensure alignment between business needs, approved changes, configurations, and delivered solutions.
- Provide operational support to Oracle Federal Financials (12.2.6 or higher) and related functions (e.g., GL, AP, AR, PO, BE, FA), including configurations, interfaces, and reporting as applicable.
- Support integrations and touchpoints with key HHS components and external systems as applicable (e.g., CAN/BACS crosswalk, AFPS, GovTrip, GATES, Payment Management System, CARS, GTAS).
- Support and/or coordinate solutions related to e-invoicing and g-invoicing; robotic process automation (RPA) experience is a plus.
- Collaborate with functional and technical teams to implement and support changes safely and effectively, ensuring solutions meet Federal financial management needs and operational requirements.
Minimum Qualifications
- Bachelor's degree in Business Administration, Computer Science, Information Systems, Information Systems Management, Computer Programming, or a related field with extensive coursework in computers and applications.
- Minimum of 7 years of progressive experience working with Oracle Federal Financials and/or providing other relevant information technology support.
- Experience in requirements gathering, fit-gap analysis, development, configuration, troubleshooting, and related skill sets.
- Excellent oral and written communication skills.
- Ability to interact with stakeholders at various levels to gain understanding or acceptance of complex issues.
- Ability to obtain and maintain the required clearance/public trust, as applicable to the contract.
Preferred Qualifications
- Preferred experience implementing and providing operational support to Oracle Federal Financials (12.2.6 or higher), including General Ledger (GL), Accounts Payable (AP), Accounts Receivable (AR), Purchasing (PO), Federal Administrator for Budget Execution (BE), and Fixed Assets (FA).
- Experience with key components and systems within HHS such as CAN/BACS crosswalk, Accounting For Pay System (AFPS), GovTrip, GATES, Payment Management System, CARS, and GTAS.
- Experience with e-invoicing and g-invoicing; robotic process automation (RPA) experience is a plus.
- Experience working within an information technology service framework such as the Information Technology Infrastructure Library (ITIL) and applying the concepts and methods to a Federal business environment.
- Knowledge and experience documenting system processes and requirements traceability; skill in modifying or developing directives, instructions, or manuals.
Pay
$120,000 - $140,000 USD
