About the Role

The Systems Account Budget Officer reviews and implements budget setup, cost allocation determinations, and reporting requirements associated with the Department of Human Services (DHS) Systems Account and DHS systems modernization. This role supports the creation of quarterly Systems Fund Financial Status Reports and other reporting needs for DHS systems account workgroups and steering teams. The position also analyzes MNIT billing, assists with rate-setting implementation, and collaborates with MNIT@DHS to ensure budget accuracy.

Responsibilities

  • Collaborate with Systems Account Lead, Project Managers, MN.IT@DHS fiscal staff, and the FOD cost allocation unit to develop and maintain financial components of all APD and systems account budgets, including coordinating and monitoring financial activities to ensure funding availability.
  • Monitor overall systems account funds related to budget structure, available funds, expenditures, Federal Financial Participation (FFP), and cost allocation. Determine solutions to budget questions and issues to maintain a balanced budget.
  • Perform quarterly audits for cost allocation with the Department of Children, Youth, and Families (DCYF) to ensure accurate billing of costs related to systems account activities and FFP.
  • Maintain and monitor MNIT budgets to ensure sufficient funds for MNIT bills and work with business areas to verify accurate line-item billing for DHS expenditures based on program, systems, and employee charges.

Requirements

  • Three (3) years of accounting or financial experience demonstrating:
    • Skills sufficient to conduct complex calculations.
    • Working knowledge of cost allocation principles or indirect cost methodologies.
    • Familiarity with SWIFT or a similar accounting system.
    • Ability to analyze complex financial and statistical data.
  • A Bachelor’s degree in Accounting or Finance may substitute for one (1) year of experience.
  • A Master’s degree in Accounting or Finance may substitute for two (2) years of experience.

Preferred Qualifications

  • Budgeting or accounting experience with charts of accounts or structured funding codes.
  • Understanding of the DHS Cost Allocation process or the DHS Public Assistance Cost Allocation Plan.
  • Experience with State of MN and DHS accounting systems and policies, including SWIFT, SEMA4, and EIOR.
  • Experience working effectively with diverse backgrounds and cultures.

Pay

$32.97 - $48.60 / hourly; $68,841 - $101,476 / annually

Schedule

Day Shift, 8:00 AM - 4:30 PM
Days of Work: Monday - Friday
