About the role
Join our team as a System Development Specialist and provide the technical leadership and Oracle development expertise needed to support complex enterprise applications that are foundational to the automation program. In this role, you will design, develop, test, implement, and support Oracle Forms applications and PL/SQL components that enable critical business operations and long-term system sustainability.
Working with minimal supervision, you will take ownership of the full software development lifecycle, including business requirements analysis, solution design, technical specification development, coding, testing, implementation, troubleshooting, documentation, and ongoing production support. You will collaborate closely with Oracle Database Administrators, business stakeholders, project sponsors, senior leadership, and development teams to design scalable database structures, optimize application performance, and deliver reliable solutions aligned with business objectives.
This role also provides the opportunity to lead technical discussions, facilitate requirements-gathering sessions, develop project estimates and implementation plans, and communicate complex technical concepts to both technical and non-technical audiences. You will help ensure development initiatives are delivered on time, within scope, and in accordance with established standards, best practices, and quality expectations.
As a senior member of the team, you will mentor and coach junior developers through code reviews, knowledge sharing, and professional development support. Your leadership will help strengthen team capability, promote adherence to development standards, and foster a culture of continuous learning, technical excellence, and high-quality software delivery.
Responsibilities
- Design, develop, test, implement, and support Oracle Forms applications and PL/SQL components.
- Analyze business requirements and translate them into detailed system specifications and technical designs.
- Develop accurate project cost estimates, resource requirements, and implementation plans.
- Train and mentor other team members on Oracle Forms Development and PL/SQL development.
- Lead technical discussions and facilitate requirements-gathering sessions.
- Ensure development initiatives are delivered on time, within scope, and in accordance with established standards and best practices.
- Mentor and coach junior developers through code reviews, knowledge sharing, and professional development.
- Create and maintain technical documentation to support system sustainability, knowledge transfer, and operational support.
Requirements
- Bachelor's degree in Computer Science, Computer Engineering or similar is required.
- 8+ years of experience in developing, enhancing, and maintaining Oracle Forms applications and PL/SQL components.
- Experience analyzing business requirements and translating them into detailed system specifications and technical designs.
- Experience developing accurate project cost estimates, resource requirements, and implementation plans.
- Experience training and mentoring other team members on Oracle Forms Development and PL/SQL development.
- Strong expertise in one or more: Java, Python, JavaScript, C#, .NET is preferred.
- Experience with cloud platforms (AWS, Azure) and cloud-native development is preferred.

Location
Hybrid to Richmond, VA or Morrisville, NC. Must be within driving distance, as twice in the office per week may be required. Relocation assistance is not provided. Must be legally authorized to work in the United States without sponsorship and able to pass a comprehensive background check, which includes a drug screening.
Pay
The salary range estimated for this position based in Virginia is $95,000.00–$150,000.00. This position may also be eligible to receive a variable annual bonus based on company, team, and/or individual performance results in accordance with company policy.
