About the role
The Senior Airport Operations Officer conducts the daily administrative functions associated with the Operations Department and directs subordinates in functions, which will assure the Airport’s compliance with all Federal, State, and Local regulations. This position works under the supervision of the Operations & Security Manager and Assistant Manager. The Senior Operations Officer on duty shall represent Airport Management in its absence.
Responsibilities
- Enforces Airport Rules and Regulations.
- Ensures compliance with the provisions of the Airport Certification Manual (ACM), Emergency Plan, Snow Removal Plan, Security Plan, Federal Aviation Regulations, and other Federal, State, and Local ordinances.
- Ensures, and assists in the coordination and oversight of construction activity on the airport.
- Ensures proper monitoring and control of the Glycol Containment Systems.
- Assists in contaminated water removal operations.
- Ensures proper manning of Airport Operations Center (AOC) 24 hours a day year round.
- Responds or directs response to any and all emergencies on the airport involving aircraft, ground equipment, people, breaches of security, incidents, accidents, etc.
- Serves as liaison with all responding agencies.
- Establishes or provides for the establishment of the Airport’s Emergency Operations Center.
- Serves as liaison between the Airport and Airport Tenants.
- Interacts with the general public and all other airport agencies to promote harmonious operations.
- Conducts him or herself in a manner favorable to the airport when dealing with the public and other airport agencies.
- Ensures non-supervisory personnel conduct themselves in a similar manner.
- Ensures proper documentation of all activities during the shift.
- Performs or provides for the completion of other administrative duties as required, such as security and driver’s training classes, lectures, and briefings.
- Performs or provides for completion of various routine patrols in the terminal buildings, parking lots, streets, and other portions of the Airport to ensure high standards of service to the public.
- FAR Part 139 Responsibilities
- Ensures proper inspection procedures and documentation for all required FAR 139 items during both daytime and nighttime activities.
- Serves as Airport Emergency Coordinator until relieved by more senior airport personnel.
- Security Responsibilities
- Conducts or provides for the conduct of security inspections and continually monitors compliance with security regulations on the airport.
- Enforces compliance regarding access control to all portions of the Security Identification Display Areas.
- Provides liaison with NYSP and other law enforcement agencies on the airport in response to all security-related matters.
- Provides assistance and coordination as may be requested.
- Controls and monitors the Airport’s Access Control System (ACS) and all associated functions, under the direction of management.
- Investigates all alarms received by the system and takes appropriate actions to resolve issues.
- Affirms the availability of a 24-hour communications center for emergencies requiring law-enforcement.
- Assists in maintaining the Airport’s lock and key systems.
- Issues, maintains, and updates Ramp Permits & AOA only stickers for equipment requiring airfield access.
- Provides or ensures provision of escort of unbadged personnel into secured areas.
Qualifications
- Maintain a valid New York State Security Guard license.
- Possession of a valid driver’s license and ability to obtain and sustain a valid driver’s license in the person’s state of residence.
- Strong computer skills with ability to effectively utilize a wide variety of programs (MS Office, etc.), with ability to learn new programs introduced in the future.
- Excellent verbal and written communication skills.
Education & Experience
- An Associate’s Degree in Aviation Management (Bachelor’s Degree Preferred).
- A minimum of five years’ experience in Airport Operations or an aviation related field is required; one (1) year must have been in a supervisory position.
