SUPV IT CYBERSECURITY SPECIALIST (SYSADMIN/INFOSEC)

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does not convey eligibility to be converted to the Competitive Service. It is a mission-critical role supporting the mission of the US Cyber Command, classified under the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure, located in the DISA - Joint Network Operations Security Center.

Responsibilities

• Provides expert technical guidance, interpretation, and implementation oversight of information security policies, processes, and practices to ensure operational availability and integrity of enterprise applications, systems, networks, and data.
• Provides technical direction to enhance major DISA enterprise services through innovative strategies for existing systems and integrates emerging technologies into evolving DISA applications to improve performance and cost effectiveness.
• Coordinates troubleshooting and operation of customer application systems, establishes and maintains operation schedules, and provides advice/assistance to customers to minimize interruptions in performing critical business activities.
• Conducts trend analyses to identify areas where additional customer training and assistance is needed and initiates appropriate action, such as defining new training requirements.
• Serves as principal technical authority and lead specialist responsible for managed and large-scale projects to ensure effective, economical, and advanced technical management of customer computing requirements for assigned systems and applications.
• Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.

Requirements

• Must be a U.S. Citizen.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• In accordance with the DoD 8140 policy series, the position requires completing Foundational Qualifications in 9 months and Residential Qualification requirements overall in 12 months.
• Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
• As a mission essential position, the incumbent must physically report to the workstation in certain situations where non-essential employees are excused.
• Incumbent must maintain readiness for 24-hour recall to duty during non-work periods. During normal leave periods, exceptions to the 24-hour recall may be waived.

Basic Requirements

Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies:

• Attention to Detail: Experience reviewing your own information technology-related work or data and responsibility for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
• Customer Service: Developing and maintaining relationships with customers, anticipating and assessing current and future IT needs, and developing or identifying IT products or services tailored to meet those needs.
• Oral Communication: Briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including communicating complex technical information to a non-technical audience.
• Problem Solving: Identifying alternatives to address unique, highly complex, or sensitive IT-related issues. Anticipating IT-related problems and identifying potential sources of information to generate alternative solutions.

Qualifying Experience

To qualify at the GG-14 level, your resume must describe at least one year of experience demonstrating the competencies necessary for immediate success in the position. Experience includes:

• Leading implementation and oversight of cybersecurity policies to ensure system integrity and availability.
• Directing IT and cybersecurity enhancements through integration of emerging technologies and performance optimization strategies.
• Leading personnel, assigning work, and coordinating resolution of complex system issues to maintain mission operations.

Volunteer experience, including work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, community, student, social), may be credited if it demonstrates the required competencies. Candidates must describe how they meet the qualifying experience within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for the qualifying experience at the GG-14 grade level.

• This position is in the Excepted Service and does not convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
• If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
• A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
• This position is subject to completion of a 1-year probationary period for assignment to a supervisory position.
• Telework availability will be based upon mission requirements and supervisory determination.
• Individuals tentatively selected for drug-testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
• This position may be used to fill additional vacancies within 90 days of the closing date.
• Recruitment, relocation, or retention incentives may be authorized.
• This position is covered under DoD Manual 8140 and is subject to future Cyber Workforce requirements.
• This position has been designated as "Mission Essential." The incumbent may be required to report to work or relocate within the United States during local/national emergencies.
• The employee is subject to recall or call-back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management.
