Role Summary

The Supportive Housing Portfolio Manager is a leadership position overseeing VHA's supportive housing properties for individuals transitioning from homelessness. The role emphasizes operational management aligned with agency goals and HUD compliance, providing strategic oversight of property managers and site staff.

What You'll Do

  • Manage property operations including maintenance, capital improvements, rent collection, leasing, budgeting, and marketing
  • Supervise and train on-site property managers
  • Handle HUD PBV, local subsidies, and IRS LIHTC compliance reporting
  • Prepare HUD documentation for contract renewals and rent increases
  • Review budgets, financial statements, lease analyses, and variance reports
  • Ensure resident selection and waiting lists comply with applicable laws and HUD policies
  • Coordinate preventative maintenance programs with site management
  • Liaise with the Supportive Services Department

Required Qualifications

  • Bachelor's degree in business, finance, accounting, or a related field
  • Minimum 4 years of property management experience in a related environment
  • Minimum 1 year of staff supervision experience in housing
  • Knowledge of HUD, WSHFC, Section 8, and low-income housing tax credits
  • Working knowledge of Fair Housing laws
  • Understanding of HUD regulations for subsidized housing, occupancy, re-certification, and NSPIRE inspections
  • Clear oral and written communication skills
  • Valid driver's license meeting VHA insurance requirements

Preferred Qualifications

  • Certified Property Manager (CPM)
