This Classification is scheduled to receive a 5% COLA effective July 2027. Recruitment is limited to the first 25 applicants and will close upon receiving 25 applications. The eligibility list may be used to fill current or future vacancies in any Butte County Department.

About the Role

The Support Services Supervisor position is a member of the Butte County Department of Behavioral Health’s Human Resources team. The incumbent directly oversees three Regular Help Department Human Resources Technicians and manages payroll and day-to-day human resources support, including recruitment and selection, employee schedules, leave management, and staff movement-related transactions. A training and experience evaluation may be used to determine applicant ranking.

Under general direction, this role plans, schedules, assigns, supervises, and participates in the work of staff performing word processing, data entry, records maintenance, fiscal support duties (accounts receivable, payable, billing), and customer service. The position also creates forms, memoranda, correspondence, and reports, and provides assistance to staff and the public.

Responsibilities

  • Plans, organizes, supervises, and reviews the work of office and/or fiscal support staff.
  • Evaluates employee performance, counsels employees, and recommends disciplinary action; assists in selection and promotion.
  • Trains staff in work processes and procedures and implements training standards.
  • Develops and standardizes procedures to improve office support service efficiency; identifies opportunities for improvement and recommends changes.
  • Supervises the creation, updating, and processing of forms, records, applications, and documents; coordinates information exchange with County staff, stakeholders, and the public.
  • Types correspondence, reports, and specialized documents from drafts or instructions; proofreads and checks accuracy of materials prepared by staff.
  • Supervises and participates in department accounting/fiscal operations, including accounts receivable, payable, payroll, and fiscal record-keeping; coordinates with state/federal agencies and other County departments.
  • Performs budget support work, such as monitoring budgets, grants, and fund balances; assists in annual budget preparation.
  • Supervises customer service functions, including screening visitors and calls, directing inquiries, and providing information about County programs and policies.
  • Maintains accurate databases, files, and records; ensures compliance with records retention schedules; processes public records requests.
  • Researches, compiles, and summarizes data for reports; prepares reports according to established procedures.
  • Supervises payroll, risk management, and human resources administration, including confidential employee records, time/pay processing, and recruitment paperwork.
  • Performs routine clerical support (e.g., copying, collating, mail distribution, supply inventory).
  • Attends meetings and training as required; may investigate customer complaints, including Civil Rights Complaints.
  • Adheres to the Privacy Act of 1974 and maintains confidentiality of client information.

Requirements

Knowledge of:

  • Principles and practices of employee supervision, including work planning, evaluation, discipline, and training.
  • Principles of leadership and office administration.
  • Modern office practices, equipment, and software (e.g., computers, relevant programs).
  • County organization and departmental responsibilities.
  • Business correspondence and report formatting.
  • Federal, state, and local laws/regulations relevant to assigned responsibilities.

  • Data collection and recordkeeping principles.
  • Techniques for teamwork and customer service.
  • English language structure, grammar, and composition.

Ability To:

  • Perform complex clerical, fiscal, and customer service tasks accurately and efficiently.
  • Type reports and correspondence from instructions.
  • Prepare and process department-specific records and documents.
  • Research and compile information from various sources.
  • Interpret, explain, and apply laws, regulations, and County policies.
  • Prioritize multiple requests and meet deadlines.
  • Perform mathematical and statistical computations.
  • Organize and maintain filing systems.
  • Use tact, initiative, and independent judgment within policy guidelines.
  • Operate computers, software, and office equipment effectively.
  • Communicate clearly and concisely, orally and in writing.
  • Establish and maintain positive working relationships.

Qualifications

Any combination of training, experience, and education that provides the required knowledge, skills, and abilities is qualifying. Substitutions are made on a year-for-year basis. A typical path includes:

  • High school diploma or GED equivalent.
  • Five years of increasingly responsible clerical or office assistant experience, including one year of lead responsibility.

Certifications and Licenses

  • Must possess a valid US driver’s license upon application.
  • Must obtain a California driver’s license after hire per DMV regulations.

Physical Requirements

  • Primarily sedentary office work with occasional standing, walking, bending, stooping, kneeling, and reaching.
  • Ability to lift, carry, push, or pull materials/objects up to 40 pounds.
  • Vision to read printed materials and computer screens.
  • Hearing and speech for in-person and telephone communication.
  • Finger dexterity for computer keyboard use.
