Supervisory Veterans Service Representative (VSCM).
About the Role
This position involves directing and controlling the work of a division responsible for delivering VA benefit programs to veterans, their dependents, and beneficiaries. The role includes final authority over personnel actions, resource utilization, policy establishment, and decision-making on complex claims.
Responsibilities
- Plans, organizes, coordinates, directs, and controls the work of the division.
- Directs staffing, placement, assignment, and training of division personnel to manage workflow and productivity.
- Directs program activities for the delivery of VA benefit programs.
- Exercises final authority for the full range of division personnel actions.
- Ensures proficient resource utilization and quality of work performed and services rendered; writes and establishes policies and procedures.
- Maintains the highest technical and professional authority to make final decisions on complex or critical claims involving unusual government liability.
- Forecasts short and long-range workload to plan for adequate funds, staffing, space, equipment, and supplies.
- Approves written responses to Congressional, White House, and other special inquiries concerning VA benefits.
- Serves as a technical advisor to the Regional Office Director for the administration of Compensation and Pension programs.
- Establishes and maintains effective relationships with civic and veteran organizations.

- Reviews the most complex cases prior to final claims determination.

- Selectees are required to serve a one-year supervisory probationary period if not previously completed in a Federal position.
- Financial Disclosure Report (OGE-450) is required prior to entering on duty and annually thereafter.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/18/2026.
- Time-in-Grade Requirement: Applicants who are current Federal employees must have served 52 weeks at the GS-13 level. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade, you must currently hold the GS-14 (or higher) grade with promotion potential of at least GS-14.
- Minimum Qualification Requirement: One (1) year of specialized experience equivalent to at least the GS-13 level, including:
- Comprehensive knowledge of veteran benefit programs or VBA business lines and laws affecting veterans' compensation and pension benefits.
- Experience supervising, managing, or leading projects to accomplish performance and project goals.
- Knowledge of employee relations (e.g., performance or conduct-based actions) and/or labor relations (e.g., grievance process or negotiations) practices.
- Volunteer Experience: Includes paid and unpaid experience, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Part-time experience will be credited on a pro-rated basis.
Physical Requirements: The work is sedentary. Typically involves sitting, but may include some walking, standing, bending, or carrying light items. No special physical demands are required.

Pay
Relocation/Recruitment Incentives: Authorized. Relocation expenses and services (Permanent Change of Station - PCS) are authorized for this recruitment. The selectee agrees to remain in federal service for twelve (12) months following the date of transfer.
Schedule
- Work Schedule: Full Time, Monday - Friday, 8:00 a.m. - 4:30 p.m.
- Compressed/Flexible: Available.
- Telework: Eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized.
