About the role

This position serves as a Supervisory Veterans Service Representative (Assistant Coach) responsible for overseeing a team's service quality, timeliness, and resource management within the VA's compensation and pension (C&P) benefits programs.

Responsibilities

  • Performs the duties of the Team Coach in their absence and shares daily responsibilities.
  • Ensures the team's quality and timeliness of service meet performance indicator goals.
  • Manages the cost-effective use of resources to accomplish assigned outcomes.
  • Gathers, interprets, and recommends actions based on data addressing service concerns.
  • Analyzes laws, rules, and regulations to establish new policies, procedures, or operational methods.
  • Monitors leave balances, approves or denies leave, and certifies timecards.
  • Runs production and workload reports.
  • Communicates with senior management.

Requirements

  • U.S. citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Subject to a background/security investigation.
  • Must complete an 8-week training session, which may require travel.
  • VSR Skill Certification required at the GS-10 level.
  • Must serve a 1-year probationary period; continued employment depends on performance and public interest.
  • Required to report to the official duty station each scheduled workday (situational telework may be approved on a case-by-case basis).
  • Effective May 7, 2025, REAL ID-compliant identification will be required for employment.

Qualifications

To qualify for this GS-12 position, applicants must meet the following requirements by the closing date of this announcement (08/16/2026):

  • Time-in-Grade Requirement: Current Federal employees must have served 52 weeks at the GS-11 level within the past 52 weeks. An SF-50 demonstrating eligibility must be submitted.
  • Specialized Experience: Experience performing technical assignments in VA's compensation and pension (C&P) benefits programs, including interpretation of laws, regulations, and precedent opinions. Examples include:
    • Quality assurance or auditor functions related to claims processing and benefit determination.
    • Adjudication and authorization of compensation, pension, and claims.
    • Determination to reconsider claims appeal cases and preparation/presentation of such cases.
  • Experience may have been gained as a VSR Authorizer, RVSR, AQRS, or DRO.
  • Volunteer experience (paid or unpaid) may be credited if it involved relevant competencies.
  • Part-time experience will be credited on a pro-rated basis.

Physical Requirements: The work is mostly sedentary but may involve walking, standing, or carrying light items.

Schedule

  • Work Schedule: Monday - Friday, 8:00 am - 4:30 pm.
  • Compressed/Flexible Schedule: May be an option with approval from the division chief and agency policy.
  • Telework: Eligible for situational (ad hoc) telework only; routine telework is not authorized.
