Supervisory Recreation Specialist (Sports & Aquatics)

About the role

This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC). The Aquatics/Sports Manager assists with the oversight of one or a combination of the following programs at the installation: Aquatics, Fitness, and Sports.

Responsibilities

• Assists in planning and implementing a comprehensive aquatics program for active and retired military, authorized civilians, contractors, and dependents at multiple facilities. Program includes recreation swim, lap swim, water safety instruction, and aquatic events.
• Protects lives through aggressive prevention, preparedness, education, emergency medical, and rescue programs.
• Ensures all applicable rules and regulations pertaining to swimming pools and waterfronts are posted and observed.
• Performs water rescues and land rescues equal to the standard of training during emergencies (e.g., drowning, medical or trauma in the water).
• Manages respiratory, cardiac, and first aid emergencies, including performing cardiopulmonary resuscitation (CPR), bag-valve-mask (BVM) resuscitation, or automatic external defibrillation (AED).
• Manages the use and maintenance of emergency equipment such as specialized kits, rescue bags, backboards, suction devices, splints, stretchers, and monitoring equipment.
• Develops and oversees emergency medical and rescue training, public education, and related duties.
• Teaches various swimming skills and basic diving for all age groups, ensuring patron safety.
• Ensures all maintenance work, water chemical testing, pool vacuuming, filtration, and equipment meet preventative medicine standards.
• Serves as a subject matter expert for aquatics programs.
• Assists in planning and implementing a comprehensive sports program for active and retired military, authorized civilians, contractors, and dependents, including self-directed, intramural, and extramural recreational sports.
• Inspects and maintains multiple indoor and outdoor athletic facilities, equipment, and supplies.
• Plans, organizes, and conducts sports-specific conditioning sessions, clinics, or seminars.
• Ensures the installation's recreational sports program is diverse and inclusive, accommodating various patrons and competition levels.
• Develops and revises program events, tournaments, and leagues to provide an inclusive environment.
• Promotes sportsmanship and participation while minimizing risks.
• Develops and revises intramural sports rules to align with governing body rules and officiating mechanics.
• Officiates or keeps score for athletic programs.
• Makes or coordinates repairs of athletic equipment.
• Serves as the subject matter expert on recreational sports for the installation.

Requirements

• Must meet Federal Employment suitability requirements and successfully complete a background investigation.
• Must successfully pass the E-Verify employment verification check.
• Must complete Personal Identity Verification (PIV) using two forms of identification from the Form I-9.
• A valid State driver’s license is required to operate motor vehicles.
• Must have salary sent to a financial institution via Direct Deposit/Electronic Funds Transfer.
• Selective Service Registration is required for males born after 12/31/1959.
• Work may include weekends, holidays, rotating shifts, and other than normal duty hours.

Qualifications

Resumes must demonstrate experience and knowledge, skills, and abilities (KSAs) relevant to this position. Applicants are encouraged to be clear and specific when describing their experience. A qualified candidate must possess:

• Knowledge to competently and independently carry out fitness, aquatics, and/or sports programs through the application of recreation principles.
• Knowledge of Department of Defense (DoD), Department of the Navy (DON), and CNIC policies governing recreational activity certifications.
• Knowledge of NAF and appropriated fund (APF) funding, government procurement, cash handling, fiscal, personnel, material, and cash management.
• Knowledge of specialty equipment (resale and fixed assets) to enhance programs.
• Knowledge of lifeguard roles during coordinated rescue scenes (Aquatics Program Manager only).
• Knowledge of beach environments (e.g., marine life, hazards) for waterfront lifeguard positions (Aquatics Program Manager only).
• Knowledge of pool chemical testing, adjusting imbalances, and documenting results (Aquatics Program Manager only).
• Knowledge of physical and psychological factors impacting training, performance, and recovery in sports (Sports Program Manager only).
• Knowledge of governing body rules for offered athletic events (Sports Program Manager only).
• Skill in planning and executing comprehensive fitness, aquatics, and/or sports programs.
• Skill in organizing and utilizing community resources.
• Skill in Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) and other operating systems.
• Ability to analyze and prepare clear, concise, and technically sound reports.
• Ability to perform supervisory duties.
• Ability to develop and deliver presentations and training.
• Ability to communicate effectively both orally and in writing.

Applicants may qualify based on education, experience, or a combination of both. If qualifying based on education, transcripts must be submitted. Requirements include:

• A minimum of 1 full year of graduate-level education in Recreation, Sports Administration, or a related field, or
• At least 3 years of specialized work experience as described in qualifications, or
• An equivalent combination of education and experience.

Certifications

• Lifeguard Instructor
• Water Safety Instructor / International Life Saving Federation
• Certified Pool Operator
• CPR (infant, child, and adult), First Aid, and Automated External Defibrillator (AED)
• Sports Governing Body certification (e.g., USA Track & Field)

Additional considerations:

• Position is non-critical, sensitive, requiring access to IT II systems and/or PII. An Access National Agency Check Investigation (ANACI) is required.

• Salary is dependent on experience and/or education.
• For positions requiring travel more than twice per year, a Government-issued Travel Card may be required.
