Supervisory Recreation Specialist

This position is located in NSA Mid-South, in Millington, Tennessee, within the Fleet and Family Readiness Program, Fleet Readiness Department, Community Recreation Department. The incumbent will serve as the Outdoor Recreation Manager, providing program management to MWR's Outdoor Community Recreation Division's three facilities: the Outdoor Rec Center, the Ellison Liberty Center, and the Information, Tickets, and Travel Office.

Responsibilities

Performs supervisory duties including assigning work, defining priorities, selecting and recommending applicants for hire, evaluating performance, recommending pay adjustments/awards, providing or recommending training, approving/disapproving leave requests, and initiating corrective or disciplinary actions.
Authorizes personnel action requests and ensures timekeeping documents are submitted in accordance with local direction.
Leads and instructs subordinates in administering traditional and non-traditional workshops, clinics, and events in outdoor skills areas such as camping, cycling, sailing, backpacking, canoeing, snow skiing, hiking, and water sports.
Provides outdoor field experiences related to skill training and leads day-to-day program operations, including staffing and scheduling.
Plans, promotes, and implements well-rounded Community Recreation programs utilizing MWR facilities in accordance with CNIC-approved program standards.
Coordinates leisure skills development activities and classes, serving as a liaison for MWR-related activities with Training Support Center (TSC), Fleet & Family Readiness Departments (N9), and other tenant commands.
Supports unit allocation events, including equipment provision, programming ideas, and coordination assistance.
Develops, manages, maintains, and administers diverse Community Recreation programs, including business plan execution.
Solicits and negotiates partnerships with on-base and off-base organizations (e.g., park districts, forest preserves, clubs) to support MWR programs.
Researches and provides information and referral on recreational opportunities for individuals and families on and off the base.
Plans, coordinates, publicizes, markets, and executes programs and special events within the Community Recreation program.
Promotes and markets MWR facilities and events through outreach opportunities on base and at gatherings.
Performs administrative duties, including after-action reports, data collection, and database administration for tracking patron usage and responses.
Solicits input from activity managers regarding internal short/long-range goals, business plan objectives, and program standards.
Monitors programs to ensure standards are met or exceeded and provides guidance for program development, adaptation, or modification.
Assists with writing standard operating procedures and performs regular analysis of projected projects and programs, considering budget, staffing, trends, and command mission.
Provides onsite project oversight and notifies leadership of any issues or concerns.
Uses metrics and financial data to recommend program modifications.
Ensures all facilities and activities meet established fire, safety, security, and sanitation guidelines and takes timely action to correct deficiencies.
Leads check-in/check-out of materials, collects fees using a point-of-sale (POS) system, and inspects equipment for damage, recommending replacements as needed.
Performs inventory of equipment, retail items, supplies, and other items of cash value.
Promotes customer service awareness, requisitioning merchandise, ensuring stock levels, and managing entertainment and promotion schedules.

Requirements

Occasional travel of less than 10% may be required.
Must meet Federal Employment suitability requirements and successfully complete a background investigation, including fingerprint identification.
Must successfully pass the E-Verify employment verification check; discrepancies must be resolved as a condition of employment.
Must complete Personal Identity Verification (PIV) using two forms of identification from the Form I-9.
May be required to pass pre-employment examinations.
A valid State driver’s license is required to operate motor vehicles.
Must have salary sent to a financial institution via Direct Deposit/Electronic Funds Transfer.
Selective Service Registration is required for males born after 12/31/1959.
Must be willing and able to lift and/or carry loads/items up to 40 pounds.

Qualifications

To qualify for this position, your resume must demonstrate sufficient experience and/or education, knowledge, skills, and abilities to perform the duties. Specialized experience must include:

Knowledge gained through a bachelor’s degree in Recreation, Marketing, Business, or a closely related field, and/or equivalent recreation-related work experience.
Combination of experience related to customer service and/or activity-based functions.
Ability to work independently, make sound decisions, and communicate effectively both orally and in writing.
Knowledge of recreational programs, goals, principles, techniques, and methods used in organizing and conducting activities.
Understanding of the scope of activities suitable for Community Recreation Programs across varying demographics, ages, and interests.
Ability to create, negotiate, implement, and sustain partnerships via MWR agreements.
Ability to maintain a clear and accurate database and represent the department in front of small and large groups.
Program planning and leadership skills to devise and implement leisure and social recreation programs that engage participants.
Ability to obtain and maintain a valid state driver’s license within 90 days of placement in the position.

Education

A bachelor’s degree in recreation or a related field such as outdoor recreation, recreation and parks leadership, wildland recreation, natural resources recreation, youth recreation, public/urban/community recreation, or physical education is required. Alternatively, a combination of education and recreation-related work experience may qualify. Transcripts must be included if qualifying based on education.
