Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management, Integrated Services Division, Real Property Program Management Office located in Euless, TX; Aliso Viejo, CA; or Washington, DC.

Salary listed reflects the rest of U.S. scale and will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10).

Duties

  • Ensure real property project priorities and budgets are aligned across the enterprise and that projects being developed and executed are properly programmed.
  • Serve as a subject matter expert; judgment is accepted as authoritative in the interpretation and application of laws, policies, and procedures affecting real property federally owned/leased facility activities.
  • Assess judgment, as a subject matter expert, in the interpretation and application of laws, policies, and procedures affecting real property federally owned/leased facility activities.
  • Serve as an authority over realty specialists while overseeing, integrating, and resource leveling their work.
  • Manage cross-functional, strategic assessments needed for the effective and efficient management of the CBP Real Property portfolio.
  • Guide employees in determining the specific amount and type of facility space required; and project planning and management functions including the development of project management strategies, schedules, tracking systems, and budget estimates for approved and proposed projects.
  • Provide proactive management of the OFAM Real Property Portfolio, including all real estate and leasing products and services such as acquisition of permanent and temporary interests in real property, Occupancy Agreement oversight and execution, lease administration and dispute resolution, special use permits, free space agreements, inventory control, disposal oversight, and fiscal reporting of land acquisition expenditures.

Requirements

Qualifications

You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Developing budget estimates for approved and proposed projects as part of project planning and management functions.
  • Reviewing and participating in contracting actions, including negotiation, review, and evaluation of offers and awards of lease alterations.
  • Managing real estate assignments, coordinating with interdisciplinary teams, reviewing space requests, establishing functional criteria, monitoring build-out, and accepting space.
  • Reviewing and analyzing policy and program developments in federal and state real property activities to identify compliance requirements and improve procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 07/31/2026.

Additional Information

Residency: There is a residency requirement for all applicants not currently employed by CBP. Probationary Period: All employees new to the federal government must serve a one-year probationary period during the first year of their initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may also be required to serve or complete a probationary period.

Supervisory Probationary Period: You may be required to serve an 18-month probationary period upon appointment.
