About the Role

Plan, direct, and oversee the work of the Real Property Branch, managing personnel and program goals. Serve as the primary accountable officer for all real property assets, ensuring compliance with legal and regulatory requirements.

Responsibilities

• Direct physical inventories, manage property records, and ensure data accuracy and completeness for audit readiness in the Army Property System of Record (APSR).
• Manage the full lifecycle of real property assets, including acquisition, construction oversight, and disposal of excess facilities.
• Provide expert guidance on real estate matters, including acquisitions, management, and disposals.
• Manage the installation's out-grant program, analyze real estate requirements, and coordinate with various government agencies.
• Oversee complex real estate transactions such as leases, easements, and permits.
• Navigate controversial or environmentally sensitive realty issues.

Requirements

• Appointment may be subject to a suitability or fitness determination, including a completed background investigation.
• Temporary Duty (TDY) or business travel requirement of 20% of the time.
• Must obtain and maintain a Secret Security Clearance.
• Pre-employment and annual financial disclosure required in accordance with DoD Directive 5500-7-R.
• Supervisory position with a one-year probationary period to assess supervisory duties unless previously completed.

Specialized Experience: One year of specialized experience which includes:

• Performing realty duties using real estate laws, principles, and expertise in federal and Department of Defense real property regulations.
• Managing the entire lifecycle of a large and complex real property portfolio, including acquisition, accountability, and disposal.
• Ensuring real property accountability and audit readiness, including managing property systems and overseeing physical inventories.
• Managing complex real estate transactions such as leases, easements, and permits, and serving as a liaison with federal, state, and local government agencies.
• Applying financial management to real property and navigating controversial or environmentally sensitive realty issues.

This experience must be equivalent to work performed at the GS-12 level in the federal service. No substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
