Step into a critical leadership role at the heart of the Bonneville Power Administration (BPA), the federal agency responsible for delivering reliable, affordable power across the Pacific Northwest. Responsibilities

  • Strategic Team Leadership: Guide a team of skilled professionals, directing workflow, setting priorities, and developing schedules to meet critical deadlines for both power and transmission customer billing.
  • Mentorship and Development: Evaluate team performance and provide coaching and instruction to foster employee growth. Identify training needs and create development opportunities to build a highly effective and motivated team.
  • Process and Quality Improvement: Innovate and enhance the quality and efficiency of billing operations. Develop and implement new performance standards to ensure top-tier results.
  • High-Level Representation: Serve as a key representative for Customer Billing in meetings with managers across BPA, officials from other federal agencies, and executives from public and private utilities throughout North America.
  • Talent Management: Shape the future of your team by interviewing and recommending candidates for promotion and new positions, ensuring the right talent to achieve organizational goals.
  • Policy and Systems Oversight: Develop and oversee customer billing policies, standards, and internal controls. Sponsor and provide guidance for major billing system projects, ensuring seamless integration with financial, metering, and scheduling systems.
  • Cultivating a Collaborative Culture: Create and maintain a positive, team-oriented atmosphere focused on innovation, continuous improvement, and customer satisfaction, fostering productive relationships within and outside the organization.
  • Conflict and Grievance Resolution: Address and resolve employee complaints and concerns, promoting a fair and equitable work environment and escalating more serious issues as appropriate.

Requirements

  • You must be a United States Citizen.
  • This employer participates in the e-Verify program.

  • First-time supervisors will be required to serve a 1-year probationary period.

Qualifications

BASIC REQUIREMENT: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-13] in the Federal service. Specialized experience is defined as meeting ALL of the following:

  • Directing Utility Billing Operations: Directing, coordinating, or managing commercial utility billing operations, which includes overseeing the accurate calculation, validation, and issuance of bills for power or transmission customers, and resolving high-value billing disputes.
  • Managing Billing and Financial Systems: Serving as a project lead or system sponsor for the development, implementation, and testing of complex billing software, database systems, or utility integration tools (such as connecting metering, scheduling, contract, and accounting databases).
  • Implementing Financial Controls and Policies: Developing, updating, or enforcing billing adjustment policies, internal audit controls, and quality assurance procedures to ensure financial accuracy, compliance with regulatory standards, and protection of revenue data.
  • Leading or Supervising Professional Staff: Leading, supervising, or directing the work of professional and technical staff, which includes assigning work, setting priorities, evaluating performance, and providing technical guidance to resolve operational issues.

Experience: Refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps) as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
