About the role

As a Supervisory Public Utilities Specialist, you will plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work. You will make decisions on work problems presented by subordinates and by contractors, identify developmental and training needs of employees, and provide or arrange for needed development and training.

You will provide expertise for developing and implementing solutions to emerging operations challenges that sustain or enhance reliable and economical Transmission Service to the region and BPA Customer. You will also provide technical expertise in determining the tools, systems, and processes required to gather and analyze data necessary to optimize BPA systems for both transmission inventory.

Requirements

To be eligible for this position, you must be a United States Citizen. This employer participates in the e-Verify program. Males must abide by Selective Service registration requirements. You will be required to report in person to the official duty location.

Conditions of Employment include completing the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually. First-time supervisors will be required to serve a 1-year probationary period. A preliminary background check must be completed before a new employee can begin work.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-13] in the Federal service. Specialized experience for this position is defined as experience:

• managing, processing, or evaluating commercial products within the Open Access Transmission Tariff;
• evaluating or documenting use of Available Transfer Capabilities (ATC);
• evaluating, drafting, or implementing business procedures to ensure commercial transmission and operational activities complied with federal energy regulations and industry rules.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs, as well as work for other community-based philanthropic and social organizations.
