Supervisory Program Analyst.

About the Role

Serves as a senior supervisory program analyst and action officer responsible for planning, directing, and integrating the work of the Defensive Cyberspace Operations Analysis Branch. Leads long-range planning, programming, and program guidance for cyberspace capabilities across CYBERCOM mission areas.

Responsibilities

• Directs and oversees work through subordinate supervisors and staff, ensuring equitable performance standards, effective workload distribution, and compliance with EEO principles.
• Maintains a safe and secure work environment and ensures personnel adhere to security requirements for handling classified and sensitive information.
• Conducts risk/benefit, cost, and economic analyses to support major program decisions and adjustments to plans, priorities, and resource allocations.
• Prepares and delivers high-level briefings, reports, and responses to senior leaders, oversight bodies, and external stakeholders.
• Designs and implements new analytical approaches, documentation standards, and decision support mechanisms for planning and programming activities.
• Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 15% of the time.
• The incumbent may be recalled to duty, may be required to work other than normal duty hours, including evenings, weekends, and/or holidays, and may be required to work overtime.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three-year trial/probationary period may be required.
• The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
• This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic random drug testing.
• The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
• This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
• One-year supervisory probationary period may be required.
• Must be a U.S. citizen.
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• Direct Deposit of Pay is required.
• In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
  • Foundational qualification requirements within 9 months.
  • Resident qualification requirements within 12 months.
  • 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).

Qualifications

To qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized experience would be demonstrated by:

• Developing program strategy, plans, or policy in a cyberspace environment.
• Advising senior leadership on cyber capabilities risk/benefit or cost analyses.
• Evaluating or improving cyber operations efficiency/effectiveness.
• Creating or implementing cyberspace operation guidance/procedures in compliance with set regulations.

This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. Education substitution for experience is not permitted for this job.
