SUPERVISORY PROGRAM ANALYST.
Responsibilities
- Serve as a master-level expert and manager for the organization's manpower programs, advising senior leadership, Flag Officers, and SES civilians on complex personnel issues.
- Evaluate organizational manpower structures using advanced analytical, statistical, and econometric modeling to forecast personnel strength, accession, retention, and compensation strategies.
- Develop, manage, and execute comprehensive personnel initiatives and policies while translating broad organizational goals into detailed, resource-aligned work plans.
- Manage the analytical funding and budget processes, including supporting the Program Objective Memorandum (POM) cycle, and coordinate with stakeholders to achieve program objectives.
- Provide immediate supervisory oversight to a diverse team of civilian and military personnel, including assigning and prioritizing work, establishing performance standards, evaluating employee performance, resolving conflicts, and identifying developmental training needs.
- Prepare and present information, policy papers, briefing materials, verbal reports, and strategic correspondence to higher authority regarding manpower resource management and program objectives.
- Develop and revise workforce policies, managing initiatives for promotion planning, advancement pathways, and workforce stabilization.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- Required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:
- Providing master-level expert advisory services to senior leadership, Flag Officers, and Senior Executive Service (SES) civilians on federal manpower programs, personnel policies, statutes, procedures, and organizational requirements.
- Evaluating and advising on organizational manpower structures using advanced analytical, statistical, and econometric modeling methods to forecast personnel strength, accession planning, retention, and compensation strategies.
- Performing budget, financial, and resource analysis to manage the analytical funding process, support the Program Objective Memorandum (POM) cycle, and translate broad organizational goals into resource-aligned work plans.
- Preparing and presenting information, policy papers, briefing materials, verbal reports, and strategic correspondence to higher authority regarding manpower resource management and program objectives.
- Providing immediate supervisory oversight to a diverse team of civilian and/or military personnel, including assigning and prioritizing work, identifying developmental training needs, establishing and rating performance plans, and resolving personnel or disciplinary issues.
