Supervisory Procurement Analyst.

About the Role

This position involves staff supervision over all functional phases of contracting performed in the District. The role provides technical direction by utilizing all existing acquisition regulations and policies through subordinate team leaders over procurement and contracting activities on Architect-Engineer, Construction, Supply, and Service projects across several areas.

As a Contracting Officer with unlimited signatory authority, you will hold full legal responsibility and accountability for yourself and the actions of others in the execution of contracts.

Responsibilities

• Supervise, plan, and direct Branch functions and overall personnel management activities.
• Participate in the formulation of long-range plans, policies, and procedures to accomplish contracting objectives.
• Review and interpret basic policies and procedures in relation to specific mission needs.
• Serve as an expert in procurement and contract management to direct the accomplishment of assigned functions of the organization and/or branch.
• Ensure contract and support documents are executed in accordance with all laws and regulations, and verify sufficient contract funds prior to awarding.
• Conduct daily oversight of the team's performance by assigning, reviewing, approving, or rejecting daily work requirements and approving routine leave.
• Supervise and oversee the administration of one of the largest Government Purchase Card (GPC) programs in the U.S. Army Corps of Engineers.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Financial Disclosure (OGE-450) is required upon appointment and annually thereafter.
• DAWIA Certification in Contracting within 36 months of appointment.
• 1-year Probationary Period may be required.
• 1-year Supervisory Probationary Period may be required.

Basic Requirement for a Procurement Analyst:

• Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
• Exemption: You are exempt from the education requirements if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

Specialized Experience:

One year of specialized experience which includes:

• Pre-award actions, acquisition management, and price/cost analysis sufficient to execute pre-award (or post-award) procurement actions.
• Evaluating bids, proposals, quotations, and contract administration.
• Experience in leading teams/units/directorate or organization(s).

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). No substitution of education for experience is permitted for this job.

Time in Grade Requirement:

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Foreign Education:

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization specializing in the interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
