SUPERVISORY PROCUREMENT ANALYST.
About the Role
You will provide procurement support for IT equipment and software, related services, instructional material, operational supplies, and maintenance. You will perform contract liaison between the contracting officer, the contractor, the requestor, and technical representatives, integrating the requirements of various organizational elements.
You will establish Cardholder (CH) and Approving Official (AO) accounts, set monthly dollar spending thresholds, and ensure compliance with local and higher echelon purchase criteria. Additionally, you will develop personnel performance standards, evaluate employee performance through the appraisal system, and plan work to be accomplished by subordinates.
Responsibilities
- Conduct acquisition planning and contract pre-award and post-award functions to determine the method of procurement and contract type, document acquisition strategy, and obtain appropriate approvals.
- Provide guidance and leadership to maintain an effective and productive workforce and ensure a continuous flow and exchange of information among contract specialists.
- Administer contracts, including contract scope determinations, modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations, claims disputes, and contract terminations.
- Interpret and apply relevant laws, regulations, policies, standards, or procedures to specific contracting issues.
Requirements
- Must be a U.S. Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established timeframes.
- Appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to provisions of 5 United States Code 3326.
- Males born after December 31, 1959, must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
In addition to the Basic Requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes:
- Conducting acquisition planning and contract pre-award/post-award functions.
- Providing guidance and leadership to maintain an effective workforce.
- Administering contracts, including modifications, disputes, and terminations.
- Interpreting and applying relevant laws, regulations, and policies.
Applicants must meet the following Department of Defense qualification requirements for 1102 contracting positions:
- A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees (applies to individuals entering DoD GS-1102 positions on or after October 1, 2000).
- Current civilian personnel in DoD who occupied GS-1102 positions or similar roles on or before September 30, 2000, are exempt from this requirement.
- Current military members who occupied a similar occupational specialty before September 30, 2000, are also exempt.
