Responsibilities

  • Serve as the Agency's senior medical authority and decision-maker on National Coverage Determinations (NCDs) and related Medicare coverage policies
  • Establish coverage frameworks governing how CMS evaluates clinical evidence and assesses emerging medical technologies
  • Provide authoritative medical and scientific guidance to the CMS Administrator, Chief Medical Officer / Center Director, and senior HHS leadership on coverage policy matters with broad programmatic, legislative, or public health implications
  • Lead the development and continuous improvement of CAG's framework for evidence evaluation, including standards for clinical evidence sufficiency, health technology assessment methodology, and Coverage with Evidence Development (CED)
  • Represent CMS and CCSQ in high-level interagency forums with NIH, FDA, AHRQ, USPSTF, and other federal health agencies to advance collaborative research, evidence generation, and coverage alignment
  • Serve as a CMS medical spokesperson before Congress, OMB, GAO, professional medical societies, patient advocacy organizations, and the public on matters of Medicare coverage policy
  • Exercise supervisory authority over CAG's full organizational structure, including multiple Division Directors and their respective staffs of physicians, scientists, health policy analysts, epidemiologists, and biostatisticians
  • Establish group-level workforce plans, succession strategies, and organizational development initiatives to build and sustain a high-performing scientific and clinical workforce

Qualifications

  • Doctor of Medicine (M.D.) or Doctor of Osteopathy (D.O.) required
  • Current license to practice medicine in a U.S. State, territory, or the District of Columbia
  • Extensive technical knowledge of Medicare statute, regulations, NCDs, LCDs, the Administrative Procedures Act (APA), and the Federal Advisory Committee Act (FACA)
