Supervisory Mobility Transportation Specialist

About the role

The primary purpose of the Supervisory Mobility Transportation Specialist in the Business Office is to manage all Veterans Transportation Service (VTS) and Beneficiary Travel (BT) program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position also supervises and ensures the VTS and BT processes comply with regulatory guidance.

Responsibilities

• Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area.
• Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes.
• Plans, develops, evaluates, markets and directs key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.).
• Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures.
• Identifies resources (staffing, funding, equipment, facilities) required to support varied levels of program operations.
• Manages transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center management, as appropriate, including critical budget areas and all Transportation program matters.
• Serves as Contracting Officer Representative for all transportation contracts, including common carrier, special mode, ambulance, and air ambulance.
• Provides consistent and effective outreach to community transit authorities.
• Captures and submits recurring monthly, quarterly and annual performance improvement reports, management briefings, summaries, and a wide variety of non-recurring reports.
• Assures performance measures and standards issued by various accrediting, regulatory, and higher agency authorities are met.
• Performs the full range of supervisory responsibilities to include but not limited to: establishing guidelines and performance expectations for staff; observing and evaluating employee's performance; providing advice, counsel, and instruction to employees on both work and administrative matters; hearing and resolving minor complaints and grievances; reviewing, approving or disapproving leave requests; adjusting work procedures among staff according to workload, etc.
• Assures that all transportation staff obtain and maintain appropriate licenses, certifications and training appropriate for each position.

Qualifications

• To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2026.
• Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.
• Education: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
• OR, Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.
• Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
