About the Role
The Supervisory IT Specialist serves as the Chief of the Cyber Program Management Division and acts as the Deputy/Alternate Chief Information Security Officer (CISO) for USACE. This role is responsible for the development, management, maintenance, implementation, and execution of the Agency’s formal Cybersecurity program for all USACE systems and networks worldwide, covering mission areas including Civil Works, Military, Environmental, Emergency Operations, Research and Development, and Sustainability. The position involves extensive interaction and coordination with high-level USACE, Army, DoD, and Federal officials to ensure the integrity and security of the global USACE IT infrastructure.
Responsibilities
- Cybersecurity Program Leadership & Management
- Serve as the recognized expert for the cyber program, compliance audits, and continuity of operations.
- Lead a multidisciplined team to provide cybersecurity program management, ensuring rigorous application of digital data security policies.
- Manage key strategic cyber initiatives, including the Zero Trust Framework, Protecting High Value Assets, and Continuous Authorization (ATO).
- Carry out the CIO’s responsibilities as the Alternate CISO, integrating information security management into strategic, operational, and budgetary planning.
- Oversee cybersecurity funding budgets (MS4X) and prepare agency responses to audits and inspections (DoDIG, AAA, NERC).
- Cybersecurity Strategist
- Develop, communicate, and advance the cybersecurity strategy and digital data governance across all functions of the USACE cyber mission.
- Collaborate with key CIO/G-6, Army, DoD, and Federal teams to develop comprehensive cybersecurity strategies.
- Evaluate changes to higher-level strategy to modernize USACE's cybersecurity posture and build business cases for investment strategies.
- Ensure systems and networks comply with NIST, Federal Government, and DoD Cybersecurity regulations.
- Governance and Policy Formulation
- Develop policies, guidelines, and standards for the planning, integration, and evaluation of USACE information technology systems.
- Analyze statutory requirements against existing directives to assess necessary changes and ensure compliance.
- Provide expert analysis and advice on highly complex and controversial cybersecurity program-related IT issues.
- Supervisory and Managerial Responsibilities
- Serve as a 1st and 2nd line supervisor, advising senior management and dealing with officials across the organization.
- Plan, schedule, assign, and direct the work of team members and subordinate supervisors to meet near-term, mid-term, and long-term goals.
- Evaluate employee performance, develop performance expectations, and determine necessary training.
- Hear and resolve complaints, group grievances, and recommend or take necessary disciplinary actions.
Requirements
- Specialized Experience: Candidates must possess at least one year of specialized experience equivalent to the GS-13 level in Federal service, demonstrating senior-level expertise in cybersecurity, IT program management, and strategic policy development.
- Technical Mastery: Demonstrated ability to apply a high level of technical knowledge in IT security, digital data sensitivity, and compliance with Federal, DoD, Army, and USACE policies (including NIST standards).
- Leadership Experience: Proven experience leading multidisciplined teams, managing budgets, and communicating complex strategies to senior leadership and external stakeholders.
- DoD Certification: Must obtain and maintain foundational and resident qualification requirements per DoDM 8140.03 and supplemental Army guidance, including 20 hours of Continuous Professional Development (CPD) per work role code.
- Clearance & Security: Top Secret Security Clearance is required.
- Availability: May be required to be on-call 24/7 as mission requirements dictate and may be required to work overtime.
- Drug Testing: This position is covered by the Civilian Abuse Testing Program; incumbent must comply with drug testing requirements.

- Travel: Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Shift Work: This position may require shift work to provide coverage on evenings, weekends, holidays, or special situations.
